Racketeering is a broad term and falls under the organized crime category. It comes in the form of murder, robbery, bribery, drug trafficking, arms trafficking, money laundering, etc. I assume what you're referring to extortion, nonetheless.
I certainly do -not- believe a CK clause is plausible if the business owner refused extortion. There should be escalation involved. If the business owner had refused to pay the fee, the extorter should gradually harass the business and give the business owner a reason to pay the fee. This could involve damage to the property (pummeling the windows in, breaking the doors, breaking furniture, etc.) or even harassing the employees. There are other ways you could actively press the owner to pay the fee, such as blackmail. Escalation is key, I don't think a refusal of extortion is a sufficient reason to go kill the owner. If that was the case, I'll go out my way and extort every business owner in the city and put a bullet in every single one of them if they refused to pay the fee. You can see how the roleplay is poorly carried out there.
