PROJECT LAUNCH FEEDBACK Hi, everyone Following the latest beta opening and the additional work to improve the script based on your feedback, we would like to hear from the people who matter the most. The project is going through final polishing of the features, as well as final testing phase to ensure you have the best experience. We are rapidly approaching the holiday season and we would like to see what the best opening period would be, according to the players. Option 1 - December Release The first option is a late December launch (20-27 December). Option 2 - January Release The second option is early January launch (10 - 15 January). We are aware that the overall player base is likely to be limited just prior to the holiday season and we would like to ensure that most of the players interested in the project would be able to participate in the opening of the server. We will take your feedback into consideration as we want to ensure the most convenient launch period for you. What are our plans for server launch? As emphasized in the past, the server launch will be accompanied by an interactive storyline surrounding the mayoral election of Liberty City which will take place approximately 2 weeks following the opening. During this period, many of you will have a chance to form connections, create a network and work toward pursuing your interests. This period will be accompanied by various in-game events, some of which will be very unexpected. This paves the path for a new type of organized crime roleplay, based on real life American politics, which in turn will leave an impact on legal factions, as well as smaller-scale illegal factions such as gangs and motorcycle clubs. The outcome of the election will have a massive impact on the virtual world as it will determine it's progress moving forward. From dynamic taxation, faction budgets and politics, to policies on organized crime and public safety. LCRP is the first community to offer this level of creative freedom to its players, therefore this is not just a mayoral election, but the foundation of the entire project. The launch will be accompanied by frequent development updates to ensure the features you request are swiftly included, as well as hot fixes for any potential bugs missed during our internal testing process. Delivering on the promise of less OOC bureaucracy Apart from all other efforts directed at eliminating unnecessary OOC bureaucracy and wait time, we have taken action to improve the overall experience of faction leaders and their members. With regard to faction menus and the illegal purchase of narcotics/weapons, LCRP has developed an automated system which allows faction leaders to quickly feel at home. No longer will faction leaders need to apply for illegal items every month and rely on admins to receive them. Instead, there will be a single application, followed by a special command which would allow leaders to access a menu and purchase the items needed. Rest assured, steps have been taken to ensure high standards and constant monitoring by the FST, to eliminate the possibility of abuse. Our welfare system, combined with mortgage plans, ensures that players will have both financial resources and options to focus on developing their characters and focusing on businesses, as opposed to mindlessly grinding for hours. The team will further support those interested in opening and maintaining businesses IG, but more information on that later on. Our long-term goal is to create an ecosystem which relies on players entirely, meaning that all sorts of businesses, including traditional taxi/fishing and other, are completely controlled and managed by players, as opposed to machines.   2. August 19, 2015 - DeCavalcante Associate Admits Distribution of Cocaine, Running a Prostitution Operation and Possessing a Weapon as a Convicted Felon. WATERFRONT COMMISSION OF LIBERTY HARBOR ANNUAL REPORT 2015-2016 "Anthony 'Whitey' Stango of Tudor, Alderney, was an associate of the DeCavalcante crime family. Stango pleaded guilty before the U.S. District Court Judge William H. Walls to the sale of between 500 grams to 1.5 kilos of cocaine; use of the telephone in interstate commerce to conduct a prostitution operation and possession of a firearm by a convicted felon. Stango was arrested March 12, 2015, as part of a sweep of 10 members of the DeCavalcante crime family, which operated in Alderney and adjacent cities. The crime family engaged in numerous offenses, including fraud, distribution of controlled substances, prostitution, gambling, the sale of stolen and contraband goods, murder, assault, extortion, and other crimes of violence. During that same period, Stango worked to set up a prostitution operation in Alderney. Recorded conversations provide details into the discussions he had with his father, DeCavalcante captain Charles “Charlie the Hat” Stango, who at the time was living in Nevada. Stango advised his father that he had already spoken with one or more prostitutes about the details of the operation, their fees and the conditions under which the women would be providing services. Stango also admitted to possessing an H&R Pardner 12 gauge pump action shotgun, while being a convicted felon." Albert Sorisi's earlier incarceration in combination with the organization’s series of busts in 2015 to 2017 was negatively received due to extortion and assault charges in 2012 following the Honkers Gentlemen's Club altercation. Sorisi was released in 2014, soon having to delegate with members outside of the massive takedown because of his recklessness and time spent in prison, although Sorisi himself wasn't associated with the busts in the WATERFRONT COMMISSION OF LIBERTY HARBOR ANNUAL REPORT 2015-2016. After Reno's release in early 2020, they were seen in Leftwood, Alderney, allegedly cooperating with known DeCavalcante soldier William Vitullo in rebuilding the crumbled structure within the sixth family following the breakdown of its hierarchy. Subsequently, with Vitullo, Sorisi was bumped and became a made man, also said to be the right-hand man of James Reno, a Stango loyalist, following his hefty sentencing during the FIB sweep. Under the circumstances, the Reno Crew consists of the remnants of goons who engage as low-level organized criminals, led and driven solely by money-oriented ideologies. - I'd like to thank @Wayne for the help on putting this together and to @Gangsterism as well for the set-up of The DeCavalcante Organized Crime Group.   4. Tudor, Alderney. Taken 2009, leaving Honkers Gentlemen's Club. A $40 hoe filmed by Pervie Sorisi, 2004. Albert Sorisi, forty-five, grew up across the West River in Alderney. Albert "Pervie/Alderney Al" Sorisi mainly brushed shoulders with James "Four Eyes/The Glasses" Reno in his earlier years as a protégé as he learned to turn a dime to a dollar in the dirty streets of Alderney. Sorisi congregated with Anthony "Whitey" Stango as friends in their earlier days. By his mid-thirties, Sorisi was charged with extortion and armed assault. He was caught red-handed on the corner of Tinderbox and Julin Avenue in Alderney while attempting to shakedown the floor manager at Honkers Gentlemen's Club. During this time, his activity within the organization raked in 800 dollars weekly through extortion and blackmail robbery. After serving his two-year sentence in the South Woods State Prison, Albert Sorisi, who had been helping Whitey Stango in facilitating a prostitution ring earned his alias "Pervie" due to his persistent perverted nature with women. Sorisi was also diagnosed with disruptive behavior and dissocial disorder while taking rehabilitation classes in prison. As time went by, Sorisi continued to engage with Reno, falling back from the shake-downs in an attempt to keep himself in the gray area of the organization. In 2015, Reno was sentenced to 5 years for illegal gambling, while most of the family got swept following a raid of key members associated with alleged murder, conspiracy, and drug-related charges. In the meantime, Sorisi, a convicted felon, vegetated and kept his small-time escort scheme low-key using internet websites to coerce potential business. As 2016/2017 hit, the "Waterfront Commission of Liberty Harbor Case" deciphered other DeCavalcante-related associates' involvement in a cocaine distribution ring. By the end of 2019, in the wake of Jimmy Reno's release from prison, Sorisi began to parlay with police-identified goons and associates within the Alderney mob, kicking points up to James Reno who was said to have earned his way to captain of a crew in Leftwood.   5. We're open for business! In our push to launch, we will begin to review business applications for people who are interested in having a business ready and waiting on Day One of server launch. We are committed to having a creative, dynamic, and fulfilling business environment to accompany our realistic economy to ensure players will have options to roleplay in a manner that fits their development, while also making profits for people who have the business savy to make major gains in the market. Information on the economics of the server may be found below for those who may have forgotten the plan. There has been some updates since then, but 99% of the framework as presented in the spoiler is still as accurate today as it was with only minor changes (EX: Commands are not accurate.) This is again still to be used in conjunction with the Simulated Market (Which will have more announcements post-launch), with the information also being found below. Business Regulations As we believe in LCRP that the grind of a server should not prevent you from roleplaying your characters appropriately, we are committed to ensuring that businesses are given to players for free, however there are some rules that must be followed that will be expanded upon in a separate topic but here are the highlights for now; You must roleplay with the business actively. Exact activity requirement will be set down the line, but if you are found to not be roleplaying with the business it will be taken away from you and you will have to wait a certain amount of time before you can repeat the process of gaining a new business. You must follow all server rules and regulations regarding how businesses must operate and function. (EX: Money placed in a business menu for salaries & basic utility bills, cannot just be stolen by a player as those are server protected assets. Only profits can be robbed as that is from the players rather then the server.) You must maintain a forum presence as well as an in-game presence with your business. As long as you are able to follow those basic three, you should be fine in the operation in your business. Additional regulation, procedures, and protocols will be released down the line and moderated by the Faction Support Team. Application If you would like a business, this is the place to request it. Keep in mind that any custom mapping will be the players responsibility, but with our in-game furniture script, this should be an easy task even for the most inexperienced person to easily custom map their business property once it is given. You will also before launch be given the opportunity to create your character, and go in-game to map your property if approved before server launch. Additional details on this process will come later, but questions are always welcome. The only requirement for you to apply, is that you have an accepted UCP application at the time of submission. Otherwise, this will result in an auto-denial.

  6. EARLY 2000s FRAUDS: PHONE SEX HOTLINE SCAMS TELETEXT, 1-800-LIPS on the right, 2002 In the 90s and early 2000s, grifters were swindling money through pre-authorization scams. These scams would function by the clientele calling in to the advertisement of a hotline which were displayed on payphone booth flyers or by running into a seductive television “tele-text” channel. Upon the caller's connection to an operator, an automated message would reply before the grifter on the other end of the phone line would begin conversations with a girl to carry out the sexual introductions. Or probably a guy with masculine features but a feminine vocal chord. The caller gets charged for additional time as they talk on the line, and the line gets the payment through the granted verbal authorization. Albert Sorisi's connection to small-scale easy money goes back to the late 90’s. His involvement in setting up a phone sex line as an associate alongside James "Jimmy Smalls" Heeney, (nephew of Charles Stango) in Sorisi's earlier days was short-lived due to the indictments announced by the U.S. attorney in Broker, which stated that Gambino crime family members advertised "free" samples of phone sex, horoscope or dating services but once customers made the call, a $40 monthly fee would be automatically added to their telephone bills. With the transpired scamming method in public media, Sorisi and Heeney's lowkey scamming gig broke off without any blowback. Sorisi later joined with his peers, Anthony "Whitey" Stango, son of Charles "The Hat" Stango, and Heeney around the prominently known mob hotspot "Honkers" during the mid and late 2000s as well as hitting scored with associate William Vitullo who leeched local businesses and set up gaming machines in and out of Alderney. James Reno, now a well-connected soldier helped orchestrate these scores before Sorisi's incarceration in 2012 due to extortion and assault charges. Affiliate, ALBERT SORISI, a/k/a "Pervie" not charged or mentioned in this complaint. LATE 2010s and 2020s, LIBERTY CITY'S ECONOMIC TURNDOWN After the Criminal Complaints against the DCF enterprise, Frank "Shipe/Frankie the Goombah" Nigro and unknown affiliates leaving the Honkers. Circa 2015 Following the recent pandemic, many Liberty City businesses have gone bankrupt. With the fallout in the DeCavalcante organization and the pandemic, Reno has taken the streetside upper hierarchical position for the crew in Leftwood. Upon the new status quo, the Reno Crew gained access to the Honkers Gentlemens Club. Allegedly, Frank "Shipe" Nigro has had access to the club as a silent partner who then allowed Reno and Reno's button-man Sorisi to run the club in a legitimate manner. Sorisi's persistent perverted nature with women and his history from a decade ago allowed him to close in on the Honkers Gentlemen's Club as its preliminary owner. Subsequently, he ended up owning the club legally with mundane paperwork. Between the mid-2000s and early 2010s, Sorisi used to shakedown ex-manager of the club to rake for weekly tributes. Currently, dirty Alderney across the West River is coveted for adult entertainment enthusiasts in contrast with the other more expensive boroughs in Liberty City. In Alderney, Honkers Gentlemen's Club serves mainly to blue-collars and the lower-middle class coexisting at Tudor, one mile north of Acter Industrial Park among Port Tudor.

  11. Some of what I'll say has already been touched upon previously in this thread by @eTaylor but I'll go ahead and reiterate my opinion anyway. While I agree with the spirit of this suggestion, I believe that in the interest of solving one problem, it'll cause many, many more. While in theory automatic CK's 'should' cut down on deathmatching, this only works if players actually value their characters. Many don't, and those that do will be punished as a result. A policy like this will just enable trolls and bad actors to utilize throwaway characters to bait serious characters into fights as an excuse to gun them down the moment they feel the lowest threshold of justifying deadly force has been met. People will get salty that their long-standing characters are dead and either undergo the appeal process or be frustrated enough to quit the server entirely. It'll be a mess. Personally, I'm in favor of a more liberal CK culture in general, but not CK's by default. 'Do shit get hit' comes to mind; if you get into a police chase that ends in a shootout resulting in your character's demise, that should absolutely result in a CK. Are you a cop who tried to storm into a known gang area by yourself without even bothering to call for backup because you saw some petty drug deal go down? Yeah, that should be a CK. If your character is going to engage in high-risk behavior, making rash decisions that could likely result in death, the possibility of CK should be on the table and up to admin discretion. Moreover, there should be no such thing as a 'PK War'. It's silly. Wars between illegal organizations are naturally high-risk, and that risk should be reflected in the possibility of CK for everyone involved.

  14. @Skygee has been promoted to Battalion Chief of 32 Battalion. @Adam has been promoted to Captain of Broker Station. @Sid has rejoined the faction and will be Lieutenant of Broker Station. With these changes this once again fills our Command spots for our launching station. I have decided on a paygrade for all department ranks based off of real life figures and changing them slightly to fit the system at play. This and the overall first budget request will be submitted later today or tomorrow. I will be releasing our payrates to the public once it's submitted. Our future budget requests will also be ICly released to the public. We are currently about to change how we handle Special Operations once again. This should be the final largescale change to it and the goal is to provide more advancement opportunities for faction members.

  19. A Guide to Roleplaying Intoxication (or Impairment) Preamble In 2020 there were 11,654 fatalities in motor vehicle traffic crashes in which at least one driver was alcohol-impaired. This represented 30 percent of all traffic fatalities in the United States for the year. Spread across the year, this amounted to 32 people dying each day in alcohol-impaired crashes, or one person every 45 minutes. Alcohol is the most abused drug in the United States. Twenty-six percent of all fatal crashes on weekends were alcohol-impaired. Alcohol-impaired drivers involved in fatal crashes were 3 times higher at night. 1.02 million drivers were arrested for DWI in 2019. These alcohol-related fatalities represent an average of one alcohol-related fatality every 52 minutes. Based on the most current cost data available, these alcohol-related fatalities cost society approximately $44 billion in lost productivity, medical expenses, property damages, and other related expenditures Impaired driving is one of the most common law enforcement involvements in the United States. Here's a (quick) guide on how to roleplay impairment. Intoxication/Impairment - Lack of Divided Attention One of the biggest concepts to understand is the effects of alcohol (or other impairing substances) on the human psychophysical system. Most notably and easiest to roleplay, it impairs the ability to divide attention. Divided attention is simple, it's putting your blinker on while turning, or slowing down while changing lanes. The NHTSA released this graphic table illustrating the effects of different BACs. Drivers who are impaired frequently exhibit certain effects or symptoms of impairment. These include slowed reactions, impaired judgment as evidenced by a willingness to take risks, impaired vision, and poor coordination. These are the most common signs of impairment and the most detectable. We've all seen a drunk person attempt to perform a task, slur their speech, or just generally appear drunk. It's extremely difficult to conceal and typically readily obvious. Operating a Vehicle Law enforcement officers in the United States are trained to recognize the following signs of impaired driving: Problems in maintaining proper lane position Weaving, weaving across a lane line, drifting, straddling a lane line, swerving, almost striking an object or vehicle, turning with a ride radius. Speed and braking problems Stopping problems, unnecessary acceleration or deceleration, varying speed, 10 mph or more under the speed limit Vigilance problems Driving without headlights at night, failure to signal or signal inconsistent with action, driving in opposing lanes or wrong way on one way, slow response to traffic signals, slow or failure to respond to officer's signals, stopping in the lane for no apparent reason. Judgment problems Following too closely, improper or unsafe lane change, illegal or improper turn, driving on other than designated roadway, stopping inappropriately in response to the officer, inappropriate or unusual behavior, appearing to be impaired. Performing Standardized Field Sobriety Tests Standardized Field Sobriety Tests are a battery of tests that detect the signs of impairment of a person. They are not a pass or fail test, but present clues to lead the law enforcement officer to develop an opinion that the motorist consumed a sufficient quantity of an impairing substance so that their mental and/or physical faculties were appreciably impaired. Horizontal Gaze Nystagmus (HGN) This test attempts to discover nystagmus in the different placement of the eyes. Nystagmus is the involuntary jerking of the eyes. HGN is the most reliable field sobriety test. Especially when used in combination with the divided attention tests, it will help law enforcement officers correctly identify subjects who are impaired. Involuntary jerking of the eyes becomes readily noticeable when a person is impaired by alcohol and certain drug categories. As a person's blood alcohol concentration (BAC) increases, the eyes will begin to jerk sooner as they gaze to the side. HGN refers to an involuntary jerking occurring as the eyes gaze toward the side. In addition to being involuntary, the person experiencing the nystagmus is usually unaware the jerking is happening. This test is performed by presenting a stimulus in front of the offender and having them follow the stimulus with their eyes and eyes alone. The stimulus then moves in three distinct manners: to maximum deviation in a single pass checking for lack of smooth pursuit, to maximum deviation and held for four seconds checking for sustained and distinct nystagmus at maximum deviation, and a slow pass to 45 degrees checking for onset nystagmus prior to 45 degrees. If you are roleplaying impairment by alcohol with a BAC above 0.08; you should always roleplay displaying nystagmus during each of the HGN tests (lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and onset nystagmus prior to 45 degrees.) An additional test may be performed to check for vertical sustained nystagmus. If you are roleplaying impairment by alcohol with a BAC above 0.10, you should roleplay nystagmus during this check (finger/stimulus to maximum elevation) Walk and Turn (WAT) This test attempts to divide the attention of the offender to prove significant impairment of mental and/or physical faculties. The Walk and Turn has a total of eight clues, where two of the eight clues showing has a 79% accuracy that the subject has a BAC of 0.08 or higher. This test is performed by having the offender stand heel to toe on a line while providing instructions. They're then told to take nine heel-to-toe steps while counting out loud, complete a series of small steps to turn around keeping their lead foot on the line, and return nine heel-to-toe steps. The clues of the test are: can't keep balance, starts too soon, stops walking, misses heel to toe (1/2 inch or more), steps off line, uses arm(s) for balance (6 inches or more), wrong number of steps, improper turn. This is the common and popular "take nine heel-to-toe steps" that we've all likely seen on TV. When performing the test, here are a good few ways to show clues: Start as soon as the Officer states "Do you understand" after providing the instructions. Fail to keep balance during the instruction phase, stepping off line or swaying with arms. After completing the turn, stop walking entirely to regain balance. Complete normal strides and not heel-to-toe steps. Wobble or step off the line to catch balance. Bring your arms up high from your sides to keep balance. Take more than 9 steps. (I've seen people go to 21 before being stopped) When performing the turn, do a military-style about-face, or jump into the air and spin around, or any other action other than a series of small steps. Failing to count out loud is not a clue, but it is a cue, and often what drunks do. Stop in the middle of the test and ask for clarification on the instructions. Fail to look at your feet, look straight ahead at a fixed object. One Leg Stand (OLS) This test attempts to divide the attention of the offender to prove significant impairment of mental and/or physical faculties. The Walk and Turn has a total of four clues, where two of the four clues showing has an 83% accuracy that the subject has a BAC of 0.08 or higher. The test is performed by instructing the offender to raise a leg of their choice, six inches off the ground, keeping it parallel with the ground, and count out loud in the form of "one-thousand one, one-thousand two" until told to stop. The Officer times them for thirty seconds. The clues of the test are: sways, uses arm(s) for balance (6 inches or more), hops, puts foot down. This is the well-known "one-thousand-one, one-thousand-two" balancing test we've seen. When performing the test, here are a good few ways to show clues: Put your foot down, repeatedly and often. Ask for clarification on how to perform the test during the test. Raise your arms beyond six inches to keep balance. Sway back and forth. Failing to count aloud. Conclusion The SFSTs are not pass/fail. They show clues that help lead to the opinion that a person is impaired. This guide is currently only for alcohol impairment and not impairment on other drugs. I encourage you to roleplay impairment if you wish to. It's an enjoyable, unique, and different experience for all of us, especially us law enforcement roleplayers. Today we're going to being speaking about Gambino associate, that we hardly speak about on this channel. Carmine Pazienza Jr was born in 1978, in South Broker, Liberty City. Carmine Jr lived in a small house with 2 siblings, his sister, Karen Pazienza , and his kid brother Roy Pazienza , these 3 lived with their mother, Lily Pazienza , and father Carmine Pazienza Sr. Carmine Jr was a known kid around the neighborhood with the other local Italian's. Carmine Jr started running with a local clique in the neighborhood, called Black Leather Boys. This is when Carmine Jr would start his ventures as a small time criminal. Growing up, Carmine Jr was always shadowing around his father Carmine Sr. As most son's whose father was in the mafia, growing up with that mindset to follow their father footsteps was rather normal. It was a common trait for Italian Americans back in that era. Carmine Jr father Carmine Sr owned a family company, that was passed down to him by his father Abel Pazienza. The family company, which was a garbage company, called "Pazienza's Sanitation, which is possibly controlled by the Gambino's, during John Gotti's time as boss. It was rumored that Carmine Sr was hosting illegal card games at the company's office, where Carmine Jr would complete small tasks. Carmine Jr would hang around the office with his father, during mornings and nights, when his father would have friends and workers, where they would play poker. Carmine Jr was given small jobs by his father sometimes friends of his father, to supply the players with drinks and snacks, as making small runs to the local corner store for cigarettes. I don't know If you watched Goodfellas, but basically what Spider was doing for Tommy and Jimmy, just without the part with him being shot in the foot. In 1998, Carmine Sr was arrested and charged with the murder of John Grecco, who was a local gambler who supposedly owed Carmine Sr money from one of his games. Carmine Sr was convicted in 1999, leaving 20-year-old, Carmine Jr to fend for his family and make a real name for himself. Martin was given permission from his father, to take over the family company and to take ownership of his father's poker club. With small attention to Carmine Jr after the conventions of his father, Carmine Jr started to get deeper into his criminal career. Carmine Jr met Anthony Beltrami, who was also an associate of The Gambino Crime Family at the time. Martin started working under Beltrami wing, as Beltrami was deeper into the life than Little Carmine was. Carmine Jr gave Beltrami a cut off the weekly games, he was hosting, at the office. This was getting Little Carmine's name around in the underworld of Liberty City. In 2001, Carmine Jr was arrested for aggravated battery, outside of a local bar, in South Broker when Carmine Jr broke alleged Gambino outsider, Philip Notti's leg, after Philip was late paying his debt to Carmine Jr over a poker game. Carmine Jr was sentenced to 2 years in Liberty City Correctional Faculty, where he was united with his father Carmine Sr. Carmine Jr spent 1 year and 2 months behind bars before his release in late 2002. 2005, Carmine Jr was rumored to be a part of the hit on Anthony Scavone a associate of in a Colombo crew. It was never confirmed from anyone in the life. But it was spoke about on wire taps, now they're not being specific on who, but the name Carmine was said, not saying it was Carmine Jr, as there are a lot of Carmine's in Liberty City. Carmine Jr was actually brought in by the FBI and questioned about the murder of Anthony Scavone. Now it was stated that Carmine Jr wasn't charged with anything, he still was considered a suspect in the case. In 2011, Carmine Jr friend, Anthony Beltrami was inducted as a member of The Gambino Crime Family, which would make things easier for Carmine. With Martin having Anthony as a close friend, he supposedly used this to his advantage. Little Carmine would expand his poker club towards the streets of Dukes. Running a illegal card game out of a apartment, under the protection of made guy, Anthony Beltrami. 2021, Carmine was arrested again, after being stopped by an officer on a traffic stop, with 2 ounces of cocaine shoved into a backpack, which could be found in his backseat. Carmine was sentenced to 3-5 years with the chance of parole. It was actually discovered that Little Carmine was released in December, on parole, and is still living in Broker. The family company, that was founded by Carmine grandfather, is still rumored to be one of the best garbage companies around Liberty City. There is nothing recently towards Carmine and his mafia lifestyle. For all we know, this guy could be living a legit life now. Although he still is hanging around the same crowd, as he can be seen in FBI surveillance footage, standing outside a social club, that is ran by The Gambino Outfit. "

  21. The factions initial pay can be found below. There has been one change to the way our ranking works. The initial goal was to do Firefighter I - IV as a sort of progression path without actually being a new rank per say. Due to the way the budgeting system is going to work I've decided to hold off on that for now. The biggest drawback with this system is if we fill the slots at say Firefighter IV then no one else can progress up to that level unless someone above them leaves the faction. While this is fine for Officer spots it is not entirely normal for regular members. We will be using BFI as the testbed for that sort of progression system to see how it works. If seen to be successful we will implement it across other parts of the Faction. In the meantime @Skygee and @Jorgensen have ideas on other forms of progression for Firefighters and I will be working on some for the EMS side as well.

Boasting a membership that exceeded thirty individuals at its peak, the syndicate flourished by methodically establishing and controlling illegal gambling operations, spanning from games of dice to horse-racing parlors. Their prosperity was further bolstered by cultivating a tightly-knit rapport with select members of The Lucchese Crime Family—an alliance that furnished protection in return for a share of the gains. The trajectory of this mob group took a dramatic turn on June 20, 1992, when two pivotal figures within its hierarchy, in tandem with the leader of the organization, found themselves ensnared by a set of racketeering charges. Velentzas, confronted with an extensive array of charges including murder, loan sharking, gambling, and tax fraud, was found guilty and sentenced to a lengthy twenty-year term of imprisonment. Subsequently, as additional evidence implicated him in the homicide of Sarecho "Sammy the Arab" Nalo came to light, he was sentenced to life in prison, forcing Fotios Dimopoulos to have no choice but to assume the crown and restore control. Fotios Dimopoulos struggled as a leader, finding it challenging to maintain an iron grip over the gambling operations controlled by the Greek-Americans under the Velentzas regime. "Almost every case involving Russians is somehow linked to Hove Beach." Liberty City's Hove Beach section has been a headquarter for a smattering of emigre Russian crime gangs since the 1970s when the Soviet Union permitted the first of about 300,000 people to emigrate to the United States. Hove Beach has been home to a lot of immigrants coming from East Europe for the past few decades, and it's no secret that the area had prominent individuals and crews operating within it. Crime has always been an issue, but also an easy way out for young and ambitious people. The Vodyanov Crime Ring was established by Maxim Vodyanov, born and raised in Liberty City by Russian immigrants. Vodyanov was always a big dreamer, a second-generation Russian who was raised by his Russian parents which immigrated to the United States of America in the nineties. Vodyanov never saw himself as a regular American citizen who thrives to succeed and prosper within the broken system. Taking things into his own hands, the inexperienced young guy managed to assemble a crew of people who began working on gaining a reputation on the streets and in the criminal underground. Narcotics, weapons, stolen goods, money laundering - everything was a potential source of income for Vodyanov and his crew. The group began small but over the course of only a few years managed to rise and assemble a ring of narcotics and weapons trafficking, prostitution, burglary, and extortion. The ambition to grow stronger and get more popular in the criminal underground of Liberty City never died; Vodyanov and his crew are now continuing their criminal endeavors and expanding their range of violence. U.S. Media Politics Opinion Business Entertainment Crime and law enforcement Crime and Law Enforcement - Published December 2, 2023 12:26 am EDT LCPD sees large numbers of officers resigning, faces budget cuts by Lockhart Administration Over 3,000 members of the LCPD quit or retired in the last year, severely straining the department The LCPD has lost thousands of members since last year and is on track to lose more according to leaders of Police Benevolent Association. Now the Department faces budget cuts by Mayor Charles Lockhart that may jeopardize its effectiveness even more. Most of the resignations and retirements seem to have been caused by the working conditions and low salaries that officers have been forced to contend with for a long time, but the perceived lack of support by local political figures in the face of protests against the police of the last few years also seems to play a role in these decisions. In this environment, last week City Hall unveiled a plan that announced unprecedented cuts to the budget of the Liberty City Police Department, whose executives will now have to deal with the consequences. “The LCPD staffing emergency is approaching the point of no return,” said a Police Benevolent Association (PBA) spokesman. "Every day one or two cops leave their job. Last March the Department lost 21 officers to resignations and retirements in the course of a single day. They simply cannot be replaced fast enough, and even if they were, recruits have nowhere the same amount of experience and knowledge about the job." According to former and current members of the Department who have spoken with Weazel 5 under the condition of anonymity, the main reasons behind the decision of many employees to leave are the taxing situations in which the Liberty City's Finest, especially precinct officers, are put. "The amount of overtime we are forced to go through is absolutely insane," commented a veteran Algonquin officer. "I've seen cops work two 12-hours tours consecutively, work a week straight, work on their days off. It kills whatever family life you might have at home and the sacrifice is simply not worth the effort for the wage we get, compared to the cost of living." The political climate is also creating turmoil inside the Department. Many uniformed members of the service, the official designation of sworn officers, don't feel represented by the Liberty City Administration and are convinced that Mayor Charles Lockhart is attempting to dismantle the LCPD through his actions. This view was also shared by former Chief of the Department Brian Turner, who himself resigned earlier this year and has previously accused the incumbent mayor of incompetency. Just last week Mayor Lockhart unveiled a new budgeting plan for the City of Liberty that includes an unprecedented 12.5% cuts to the Police Department. The move was made to fund a new municipally-sponsored aid scheme that seeks to assist business owners affected by the recent pandemic to re-open and to encourage entrepreneurs from all over the country to make Liberty City their new home with the goal of improving the economic situation of the "greatest city in the world". The PBA defined the plan "ludicrous" and "offensive to all hard-working officers", encouraging officers to stage "sick-outs" in an effort to make the Mayor change his mind and reverse the cuts. Mayor Lockhart was also criticized by several Republican opponents, including former Chief Turner, but defended his plan stating that the benefits will be seen long term. HE'S FREE: LUCCHESE MOBSTER RICHIE TWO-STEP HAS BEEN RELEASED FROM USP LEAVENWORTH FOLLOWING AN EIGHT YEAR BID Joseph Ackerman // May 1st, 2019 Richard Caporaso, 52, an alleged soldier in the Lucchese crime family, has been released from USP Leavenworth after serving eight years in prison for extortion charges. Caporaso was a member of the Bohan crew of the family, and his arrest was part of Operation Strongarm, which targeted the entirety of Liberty City's Cosa Nostra scene in 2011. Operation Strongarm was one of the most significant operations against the Lucchese family in particular, and it resulted in the arrest of many high-ranking members, including the family's acting boss, underboss, and consigliere. Bohan is known to be a stronghold for the family and the Bohan crew is one of the more influential crews within the family. Caporaso's release has sparked speculation that he may be awarded a promotion within the family. It is not uncommon for members of organized crime groups to be rewarded for their loyalty and lack of cooperation with law enforcement, and Caporaso's eight-year sentence suggests that he did not provide information to authorities about the inner workings of the Lucchese family. Sources allege that Caporaso is 'very close' to current alleged boss Dominick Iuculano, who was infamously the target of an attempt on his life in 2017. Caporaso and Iuculano are coming from the same crew in the family, so it'd also be natural to assume Caporaso will indeed be rewarded for his silence. It is also rumored that Caporaso shortly served as an acting captain for Iuculano in 2008, following the latter's arrest.

Ennio Petraza is a Sicilian mobster and member of the Gambino crime family, known by his peers and mob cohorts as "Sonny" and "il Lupo" (the Wolf). A prolific hitman, he became the Gambino family's newly appointed acting boss after the 2019 indictment of Angelo DeLuca. Early life Ennio was born in Palermo, Sicily. His father, Gaetano Petraza, was a former made member and tactically ruthless hitman for the Passo di Rigano Mafia family known as the Inzerillo clan. At just the early age of 11, Ennio was entrenched in the lectures and traditions of his father. Having already fostered the reputation of a loyal and trusted soldier of the Inzerillo clan, Gaetano Petraza was a particular favorite of Salvatore Inzerillo himself. Through a string of marriages, the Inzerillos were closely related to both the Di Maggio and Spatola families in Palermo as well as the Gambino family in Liberty City. In 1978, Salvatore Inzerillo became a sitting member of the Sicilian Mafia Commission, closely aligning himself with Stefano Bontade to counter the growing power of the rival Corleonesi clan headed by Salvatore "Toto" Riina. The Second Mafia War In May 1980, prosecuting judge Gaetano Costa signed 53 arrest warrants for members of the Spatola-Inzerillo-Gambino clan in an effort to dismantle the heroin trafficking network. Costa was murdered on August 6, 1980 by Gaetano Petraza at the behest of Inzerillo. The decision to murder Costa went against the approval of the Sicilian Mafia Commission, jump-starting what became known as the Second Mafia War. As Inzerillo was leaving the home of his mistress, he was gunned down by a machine gun and rendered unrecognizable in May 1981. The death of both Inzerillo and Bontade, who was murdered a month before Inzerillo, was a result of Salvatore Riina's takeover of Cosa Nostra by brutal force. It is speculated that Inzerillo was murdered by Riina's most lethal hitman; Pino Greco, who later kidnapped and tortured Inzerillo's son Giuseppe after he vowed to avenge his father's death. Tommaso Buscetta later testified that it was Pino Greco who symbolically hacked off Giuseppe Inzerillo's arm, the very same arm he swore to avenge his father with, before shooting him in the head. Gli Scappati In 1984, Gaetano Petraza was able to utilize his ties with Inzerillo's relations with the Gambino family to seek refuge in Liberty City. With the intervention of the Gambino family, many Inzerillo remnants were allowed to seek refuge with the agreement that none of them return to Sicily, including off springs. The Inzerillo remnants became known as "gli scappati", the escapees. The Petrazas settled in the Broker borough, a priority that was coordinated by Giovanni "John" Gambino and facilitated by Paolo "Paulie Scat" Reina. Ennio was 17 years old at the time of his arrival into Liberty City, adapting to the Americanized attitude of the peers he's come to know throughout his late teens. John Gambino served as capodecina, or captain, and was the head of the Sicilian faction to the Gambino family. He also served as the convergent point for the Gambino family's heroin trafficking operation. Despite the ban on drug trafficking, Gaetano Petraza aligned himself with Gambino's crew and solidified his allegiance to the Gambino family by becoming heavily relied upon to murder at the behest of Gambino family boss John Gotti. In retaliation for the 1986 car bombing of Gambino underboss Frank DeCicco, Petraza was tasked with killing two Genovese family associates who were stopped at an intersection in Bohan. He became an influential figure in the Gambino family and ascended to the position of capodecina (captain) in 1987. As his influence in the Gambino family grew, Ennio Petraza formed a strong bond with Dominic Maresca, another associate who was consolidated in Gaetano Petraza's crew. In Christmas of 1999, Ennio and his cousin were formerly inducted into the Gambino family, becoming one of the very few members to be brought into the family after committing murder in that era. Petraza's suspicion of D'Amasio grew as Gambino family soldier Andrew "Large Andy" Patigalio boasted about a bump in rank to his peers. Patigalio would later be reported missing by his family on December 12th. It is rumored, but never proven that Patigalio was kidnapped, tortured and then murdered for his involvement. Dominic Maresca, a tenured Gambino soldier and protege of Petraza is alleged to have been the gunman behind Patigalio's disappearance. On December 21, 2010, D'Amasio was shot and killed at a McDonald's drive-thru line in Broker. Witnesses who were present at the scene described the suspects as Hispanic males with no ties to D'Amasio's mafia affiliation. Under Gaetano Petraza's tenure, the Gambino family was completely safeguarded from any investigative efforts to dismantle the new administration until 2015 when his heart conditions and constant hospitalizations interfered with his leadership. On November 16, 2017, John Gambino died of natural causes and his faction were later consolidated under Ennio Petraza's Dukes faction, allowing him to emerge as a main contact for the Sicilian Mafiosi who traveled to and from Liberty City. Angelo DeLuca, the Gambino family's second-in-command, maintained control of the family up until his 2019 indictment from loansharking charges. Acting Boss In 2019, after amassing a great deal of influence throughout his criminal career with the Gambino family, Ennio Petraza was appointed as the new acting boss. According to the Italian Polizia di Stato (State Police), Petraza's business relations with the Sicilian Mafia have flourished through their combined efforts to traffic heroin into the United States and throughout Liberty City. Through his second-in-command, Dominic Maresca, the Gambinos have infiltrated numerous legitimate businesses. With Ennio Petraza's ascension to acting boss, the vacancy of the captain position in the Dukes faction was filled by Gino Reina, a long-standing soldier in the Gambino family with strong ties to several Sicilian Mafia clans. Personal Life In 2012, Ennio Petraza married Caterina DiBello. During Ennio's tenure as a Gambino soldier, he was introduced to Caterina at the funeral of his cousin Francesco "Frankie Breeze" Calabrese by her uncle, Thomas DiBello. DiBello was a Gambino soldier who collaborated with Dominic Maresca and spearheaded a small delegation of associates to apprehend Andrew Patigalio, one of the alleged gunmen behind Calabrese's death. The couple share a son together, Lirio, named after Ennio's uncle.

  37. After looking through our existing stations and making predictions about what the playerbase will initially do we've made some changes to our fire apparatus placement. I've come up with the following solution which will ensure a consistent response is available for all of Dukes, Broker, Bohan, and Algonquin upon launch. If emergency situations do pop up in Alderney then Northwood is still within close reach of bridge access to the west. Due to these changes some of our patches will be outdated and we'll work to get those replaced sometime in the near future though it is not a priority.

So as an avid medical roleplayer and someone who really enjoys medRP, I've encountered a lot of people who don't know how to roleplay getting shot or what medical terms or treatments mean. That's understandable and perfectly okay - though it can be frustrating for the EMS services. So I've decided to write a handy guide to run you through the basics of getting shot and what roleplay you may do after being shot, what happens when certain areas are shot, and how to accurately portray the wounds. Warning; some people may find the detail of injury in this guide a little graphic, and I will include spoilers for each area - no graphic images or displays of real gunshots will be included in this guide, I'll keep it as PG as possible (There are some image diagrams of Arteries, blood in/surrounding the lungs - if you wish not to view them, the pictures including blood are in the Thorax section, i.e. the lungs). We understand that there are legal implications with using the registered trademarked names, logos, and other affiliated items to do with the real life HAMC. As a result of this, we have been forced to choose another name and logo, while adopting the background, lore, history, club politics, and culture of the Hells Angels MC. It has been agreed between LCRP Management and the server's MC community that there is no HAMC in the server's continuity, and as such, has been 1:1 replaced with the Angels of Death MC. Angels of Death MC charters operate semi-independently of each other, so it's important to research and understand how a club like this works. We recommend thinking about the local demographic of the area, the style of roleplay you'd like to be engaged in, and your character's future progression and growth.
