ENVIRONMENT CONSISTENCY POLICY


 

The following information is LC:RP’s official stance on the community’s environmental consistency. This information is to be followed by all members of the community.

 


Policy on New York City, New York and New Jersey


 

New York City and New York are replaced by Liberty City, Liberty. Detailed information pertaining to the history of Liberty City can be found here: A History of Liberty City - The Liberty Heritage Foundation - Liberty City Roleplay

 

Influential figures that are currently occupying influential positions such as Bill de Blasio, Andew Cuomo, Terence A. Monahan do not exist and are replaced with their in-game counterparts. Individuals who are from New York City, New York and do not occupy important positions exist, but are referred to as being part of Liberty City. For instance, Rudy Giuilani was a Mayor of Liberty City from 1984 to 2001. 

 

* Every person of interest before the year 2020 is considered a part of the canon, lore and history of Liberty City and Liberty State and may be discussed and referred as such in-character. An exception to this is the Italian-American crime families' leaderships who who through a change in the leadership during 2011 to accommodate the server.

 

* A person of interest is any individual who held key government positions in the local government of New York, the state government of New York, the Senate of New York, or key societal figures, such as police chiefs/commissioners, councilmen, etc. This also covers criminal/mob figures; all large-scale criminal organizations that existed in New York before 2020 are part of the history of Liberty City. 

 

In our universe, Liberty City consists of 5 boroughs: Bohan, Dukes, Algonquin, Broker and Alderney. Alderney, despite being initially based off Jersey City, New Jersey, we have decided to roleplay it as a borough of Liberty City, and draw inspiration and reference from Staten Island instead. There are various areas in Alderney that bear resemblance to Staten Island too, especially having been described by official sources as a ‘rubbish dump’ due to the disposal of waste at Fresh Kills Landfill which remained the largest landfill in the world until its closure in 2001. Not only this, but we feel the incorporation of industrial sites also represents a bit of Staten Island, especially with the West Shore regarded as an industrial area.

 

With this, we feel that there are more complications with roleplaying Alderney as Jersey City, New Jersey than Staten Island as it completely changes the administrative and political division in the city, meaning that we would need to accommodate for two, major police forces on the server, more than two forms of government, and will introduce a wave of other faction, modding and development-related problems in our community.

 


Policy on Los Angeles, California


 

Los Angeles and California are replaced by Los Santos, San Andreas.

 

All influential figures that are currently occupying influential positions such as Gavin Newsom, Eric Garcetti, Michael More exist, but they are referred to as being part of Los Santos, as opposed to Los Angeles. For example, Michael More is the current chief of the LSPD.

 


Policy on San Francisco, California


 

San Francisco and California are replaced by San Fierro and San Andreas. Since there are currently no RP communities using San Fierro, players are able to refer to San Francisco, California’s history and current influential figures and effectively render/consider them San Fierro’s. The only exception to that rule is the city and state’s name which in our universe are treated as San Fierro, San Andreas.

 


Policy on Las Vegas, Nevada


 

Las Vegas, Nevada is replaced by Las Venturas, Nevada. Since there are currently no RP communities using Las Venturas, players are able to refer to Las Vegas, Nevada’s history and current influential figures and effectively render/consider them Las Venturas’. The only exception to that rule is the city and state’s name which in our universe are treated as Las Venturas, Nevada.

 


Policy on Miami, Florida


 

Miami, Florida is replaced by Vice City, Florida. Since there are currently no RP communities using Vice City, players are able to refer to Miami, Florida’s history and current influential figures and effectively render/consider them Vice City’s. As with the Las Vegas rule, the only exception to this rule is the city and state’s name in our universe will be treated as Vice City, Florida.

 


Policy on proprietary items, brands and labels


 

Official names, brands and labels part of the GTA universe may be referred to as their in-game name or real life names. For instance, “Sprunk” can be referred to as “Sprite”, “Pißwasser” as “Budweiser”, etc. Players will not receive administrative sanctions for this.

 

Other brands that exist in real life such as "Nike", "iPhone", "Samsung", etc. but have not been introduced with different names in the GTA universe are allowed and they exist. Players can refer to their real names in-game.

 

 


Policy on vehicles & firearms


 

In order to avoid confusion between players on Liberty City Roleplay the lore-friendly names provided by vanilla GTA 5 vehicles, or server-side mods, shall be followed by players at all times. As such, when a player interacts with a vehicle they may not roleplay it as a real-life make or model. For example, if a player interacts with an Ubermacht Oracle, they shall not refer to it or roleplay it as a BMW 5-series. If a player interacts with an Annis Elegy Retro, they shall not refer to it or roleplay it as a Nissan Skyline. This is to provide a confusion-free roleplaying experience for all players thanks to the depth of the vehicles provided by Rockstar Games. This means that no real life vehicle makes, models or manufacturer tuning brands shall be referenced or mentioned in any way as they all have lore equivalents. 

 

Firearms, however, will not be restricted due to the lacking depth of lore provided by Rockstar Games and the limited number of options and types available in the game. The restrictions that come with this are that any firearm roleplayed must be similar in firearm type, caliber, weapon length, feed mechanism and general similarities - So long as it's realistic to be roleplayed within the United States. For example, the Shrewsbury Assault Rifle may be roleplayed as any full-size Kalashnikov rifle chambering an intermediate cartridge with a full-length barrel. The Shrewsbury Heavy Shotgun would be more restricted to a Saiga 12 shotgun, for example, or other similar magazine-fed shotguns. The Shrewsbury Compact Rifle has the similar freedom as the Assault Rifle, however with a short barrel only. Weapon size is an important boundary to stay within and cannot be abused to roleplay a long firearm as if it were much shorter in the hopes of not being found. This policy is designed to allow players the freedom of roleplay while also ensuring everyone remains within the lines of realism and roleplay, while also not allowing for any abuse where one party may gain an advantage over the other in roleplay.

 


Policy on realism and immersion


 

Realism is a prominent aspect of our community. However, due to game mechanics and other issues, re-creating the real world is not completely possible. For instance, our legal factions are based on their real-life counterparts (The FDLC is replacing the FDNY, the LCPD is replacing the NYPD, etc.) however factions are constructed in a manner that allows them to have their own individuality. Whilst key culture from their real-life counterparts is adopted, factions are evolving and creating their own culture based on in-character events that also shape the socio-economic and political environment.

 

Players must portray realistic characters, meaning properly roleplaying emotions.

 


Policy on political parties


 

In accordance with our realism policy, Liberty City's political environment will be a duopolistic one where two main political parties will dominate the political field. Like a market, a political system is often dominated by two groups, which exclude other parties or ideologies from governing or enforcing their agenda. Despite there being eight registered political parties in New York, three will exist in Liberty City, two of whom will dominate either of the two branches of government. The established political parties are as follows:

 

Main political parties:

  1. Republican Party (Liberty State GOP)
  2. Democratic Party (Liberty State DEMS)

 

Third party(s):

  1. Independence Party (IPL)

 

New York party strength/control will not apply to the political environment of Liberty City, meaning that either the Democratic or Republican Party can dominate the political environment at any given time depending on elections, and not based off real-life modern or historical patterns/results.

 

Members of a third party may propose or endorse one of their own as a candidate for a political election, or support a candidate from either of the two main political parties.

 

Our stance on a unified government is unfavourable as it may be unfair for the opposing political party to pass legislation or deliver favourable policies. A unified government describes a situation in which one party controls both the executive and legislative branches of government. Instead, we will encourage a divided government; should one political party secure one branch of government, the opposing party secures the other in order to encourage healthy political competition and avoid general abuse and toxicity under a system of unified control.

 

 


Policy on Population & Crimes in Public


 

In our universe, the population of Liberty City does not only consist of our in-game player population. This means that players must take this into consideration when committing acts of crime in public, therefore common sense must be applied. This does not mean that every single player will receive an administrative punishment if they do commit an act of crime in public. Victims of crimes, however, are allowed to submit a player complaint if they believe the crime against them was portrayed poorly or in an unrealistic manner. Each incident will be treated on a case-by-case basis by the admin team.

 

This rule is especially important with regard to serious crime such as kidnapping, murder, armed robbery, etc. If you wish to commit such crime and you are reported, you will need to justify your reasoning. Factors to consider are but not limited to:

  • does your character have the opportunity to commit the crime in a more secluded location, e.g. was this the only opportunity to conduct the act?
  • what is the location where the crime was committed?
  • was the crime committed "in the heat of the moment"?
  • do you have a realistic and reasonable explanation as to why your character has committed the crime?
  • did your character take necessary actions to conceal their identity in an attempt to avoid being caught?
  • did any roleplay occur prior to the act and if so, was it reasonable?
  • did the incident start at another location but ended up in a different area? E.g. vehicle, foot chases, etc.

As it is difficult to identify which location would realistically have "high amount of population", each case will be treated on a case-by-case basis. Once again, this rule does not mean it will affect every single case of crime that was committed.

The same applies for law enforcement. If you're in a law enforcement faction, you must take various factors in consideration when opening fire, pursuing a vehicle, etc.
