Rules of Engagement


 

I. INTRODUCTION

 

At Liberty City Roleplay, the concept known as "faction war" is referred to as "faction conflict". The term faction war suggests a continuous armed conflict which is not in alignment with LCRP's vision regarding modern day faction conflicts. 

 

The conflicts are separated into several types to accommodate the different factions of our community, as well as the different approaches that factions are interested in. Hence, LCRP will not have a "universal" approach regarding ROE. LCRP offers both restrictive and permissive conflicts in order to satisfy the needs of all players. In the case of faction leaders being unable to agree on whether the conflict will be restrictive or permissive, the conflict is automatically restrictive.

 

One of the biggest reforms is that faction conflicts no longer apply only to illegal factions. This means that legal factions, including permanent factions such as the LCPD, Government, etc. are allowed to start a political conflict with each other or with an illegal faction. We believe this will facilitate political roleplay and result in exciting opportunities for members of the community. Note that a political conflict is not a traditional armed conflict, hence this does not mean you will be seeing the LCPD engage in firefights with members of the Government.

 

Another significant change is the introduction of "custom conflict" which allows factions to agree to specific rules, stakes, etc. We want to encourage as much OOC cooperation between the factions as possible and minimize the out-of-character issues. 

 

Finally, a prominent change to faction conflicts is escalation. With the current system, a faction conflict may only begin as:

  • low faction conflict
  • political faction conflict
  • custom faction conflict

The conflict may then evolve depending on the actions taken by the involved parties. 

 


II. DEFINITIONS


 

Rules of engagement – a set of administrative rules with the aim of improving the process of faction wars, both in-character and out of character.

Faction conflict – a hostile in-character process between 2 or more factions.

Serious offence – crimes against the person, as specified by the Penal Law of LC.

Alternative character – a secondary character of a faction member, created 3 weeks prior to a faction conflict.

New faction - a faction which has been open for 2 weeks.

Standard faction - a faction which has been open for 3 weeks.

Turf - an area that a group considers its own.

Permanent faction - a faction which belongs to the community's Management and is irreplaceable. 

 


 III. TYPES OF CONFLICT


 

Political faction conflict – a faction conflict during which a faction conducts political activities aimed at damaging/destabilizing the enemy. Such activities may include but are not limited to bribery of government officials with the purpose of pressuring your rival’s legal avenues if such exist, using law enforcement to target illegal schemes of your rival, etc. The following rules apply:

  1. You are allowed to make connections with other legal factions or government officials such as the LCPD, GOV, etc. with the purpose of applying pressure on your rival.
  2. You are allowed to bribe, blackmail, threaten and apply physical force towards anyone in order to achieve and apply political pressure on your rival.
  3. Physical force such as murder, kidnapping and serious offences must be brought to a minimum. If such are executed, they must: have a valid reasoning (being in a conflict does not mean you are allowed to attack your rivals physically), carry out the act in a realistic manner.
  4. This type of conflict does not require the support of all members within the faction. It can only be launched by the faction’s leadership.
  5. This type of conflict may be launched without the agreement of the target faction(s).
  6. There is no limit as to the number of people involved.
  7. There is no cooldown period.
  8. There are no restrictions regarding the involvement of allies.
  9. Newly recruited members of the factions are allowed to participate.
  10. This type of conflict may be continuous, temporary, or permanent. 
  11. This type of conflict may or may not be escalated, depending on the factions involved.
  12. This type of conflict does not require a mandatory faction conflict report (FCR).

 

The political faction conflict extends to both legal and illegal factions with the exception of street gangs. This means that the LCPD could engage in a political faction conflict with the Government. Another example is the Gambino crime family engaging in such conflict with another legal or illegal faction. Note that this type of conflict has a focus on politics as opposed to physical attacks. This is important to note as if the LCPD is to launch a political conflict against the Government, engaging in constant serious offences against the person with government officials is not feasible and will be met with harsh administrative action. Low-ranking members of the factions are discouraged to participate, unless it is applicable, for instance, ordering a faction member to conduct a field task such as bribery, threats, etc. For example, a political faction conflict could emerge as a result of the Government wishing to impeach the Chief of Department for the LCPD.

 

Low faction conflict – a faction conflict during which a faction engages in non-lethal activities against another faction. Such activities may include fights, brawls, tagging, threats, etc. This type of conflict is mostly feasible for street gangs, motorcycle clubs and organized crime. The following rules apply:

  1. There is no limit as to the number of people involved.
  2. There is no cooldown period.
  3. There are no restrictions regarding the involvement of allies.
  4. Alternative characters may not participate in this type of conflict.
  5. This type of conflict may be continuous, temporary, or permanent. It may end due to peace as agreed by the factions or when a faction admits defeat.
  6. This type of conflict may be escalated if any lethal actions are taken by either side.

 

Intermediate faction conflict (restrictive) - a faction conflict during which a faction engages in both lethal and non-lethal activities against another faction. Organized crime factions are discouraged from participating in such conflict, although a natural progression to it is possible. Only player-kills can be initiated in this type of conflict, however, members are allowed to CK if they desire. CKs may not be forced, however. The following rules apply:

  1. Assault rifles, grenades, sniper rifles, other explosives are prohibited.
  2. Usage of alternative characters is prohibited.
  3. A cooldown period of 3 hours is mandatory between each action.
  4. Up to 4 individuals may participate in each action.
  5. Allies are allowed as long as your faction has maintained a relationship for more than 1 month.
  6. New faction members (who have been in the faction for less than 2 weeks) may not participate.
  7. Standard factions - Permanent factions may participate in this type of conflict.
  8. Characters who are player-killed must not get involved in the conflict, unless they are in a group which is attacked by the rival. In such cases, the only level of involvement allowed of player-killed characters is defense or retreat. They are, however, encouraged to retreat.

 

Intermediate faction conflict (permissive) 

  1. Assault rifles, grenades, sniper rifles, other explosives are allowed.
  2. Usage of alternative characters is prohibited.
  3. There is no cooldown period.
  4. There is no restriction regarding the number of individuals allowed to participate in each action.
  5. There is no restriction regarding the usage of allies.
  6. New faction members (who have been in the faction for less than 2 weeks) may participate.
  7. Standard factions - endorsed factions may participate in this type of conflict.
  8. Characters who are player-killed must not get involved in the conflict, unless they are in a group which is attacked by the rival. In such cases, the only level of involvement allowed of player-killed characters is defense or retreat. They are, however, encouraged to retreat.

 

Serious faction conflict (restrictive) - a faction conflict during which a faction engages in both lethal and non-lethal activities against another faction. Only character kills are permitted in this type of conflict, hence any character that dies/is killed receives a CK.

  1. Assault rifles, grenades, sniper rifles, other explosives are prohibited.
  2. Usage of alternative characters is prohibited.
  3. A cooldown period of 6 hours is mandatory between each action.
  4. Up to 7 individuals may participate in each action.
  5. Allies are allowed as long as your faction has maintained a relationship for more than 1 month.
  6. New faction members (who have been in the faction for less than 2 weeks) may not participate.
  7. Standard factions - endorsed factions may participate in this type of conflict.
  8. Characters who are player-killed must not get involved in the conflict, unless they are in a group which is attacked by the rival. In such cases, the only level of involvement allowed of player-killed characters is defense or retreat. They are, however, encouraged to retreat.

 

Serious faction conflict (permissive) 

  1. Assault rifles, grenades, sniper rifles, other explosives are allowed.
  2. Usage of alternative characters is prohibited.
  3. There is no cooldown period.
  4. There is no restriction regarding the number of individuals allowed to participate in each action.
  5. There is no restriction regarding the usage of allies.
  6. New faction members (who have been in the faction for less than 2 weeks) may participate.
  7. Standard factions - endorsed factions may participate in this type of conflict.
  8. Characters who are player-killed must not get involved in the conflict, unless they are in a group which is attacked by the rival. In such cases, the only level of involvement allowed of player-killed characters is defense or retreat. They are, however, encouraged to retreat.

 

Custom faction conflict – a faction conflict during which the involved parties can create their own rules, stakes, and outcome results. Custom conflicts must be agreed upon by the parties involved in the conflict. The following rules apply:

  1. The conflict may not be scripted (e.g., you can not decide who the winner of the war will be or script certain scenarios that will occur)
  2. All parties must agree to the stakes, which must then be approved by the Faction Support Team.

 


 IV. INNER FACTION OVERTHROW


 

Inner overthrow of a faction must only be conducted due to IC reasons. The following rules apply:

  • You must be part of the faction's leadership or hold a high rank (a high rank is defined individually by faction leaders)
  • You must have a total of 60% support from the faction. You do not require a special reason for the overthrow. 
  • In order to gain control of the faction, you need to eliminate the faction leaders and any other individuals opposed to the Coup d'état or negotiate a deal with them.

 


V. TURFS


 

Factions are allowed to operate within certain turfs. If a specific turf is occupied, you have the ability to take it by force or via negotiation. More information will follow soon.
