  1. Part 1 - General Provisions Title A - General Purposes, Rules of Construction, and Definitions Article I - General Purposes Section 111.00 - Short Title 1.) This chapter shall be known as the "Penal Law" Section 111.01 - General Purposes The general purposes of the provisions of this chapter are: 1.) To proscribe conduct which unjustifiably and inexcusably causes or threatens substantial harm to individual or public interests; 2.) To give fair warning of the nature of the conduct proscribed and of the sentences authorized upon conviction; 3.) To define the act or omission and the accompanying mental state which constitute each offense; 4.) To differentiate on reasonable grounds between serious and minor offenses and to prescribe proportionate penalties therefor; 5.) To provide for an appropriate public response to particular offenses, including consideration of the consequences of the offense for the victim, including the victim`s family, and the community; and 6.) To insure the public safety by preventing the commission of offenses through the deterrent influence of the sentences authorized, the rehabilitation of those convicted, and their confinement when required in the interests of public protection. Article II - Definitions Section 112.00 - Definitions of terms of general use in this chapter. Except where different meanings are expressly specified in subsequent provisions of this chapter, the following terms have the following meanings: 1.) "Traffic infraction" means any offense defined as "traffic infraction," where a fine is provided by any law of this state or by any law, local law or ordinance of a political subdivision of this state, or by any order, rule or regulation of any governmental instrumentality authorized by law to adopt the same. 2.) Misdemeanor" means an offense, other than a "traffic infraction, " for which a sentence to a term of imprisonment of less than one hour may be imposed. 3.) "Felony" means an offense for which a sentence to a term of imprisonment in excess of one hour may be imposed. 4.) "Person" means a human being, and where appropriate, a public or private corporation, an unincorporated association, a partnership, a government or a governmental instrumentality. 5.) "Possess" means to have physical possession or otherwise to exercise dominion or control over tangible property. 6.) "Physical injury" means impairment of physical condition or substantial pain. 7.) "Serious physical injury" means physical injury which creates a substantial risk of death, or which causes death or serious and protracted disfigurement, protracted impairment of health or protracted loss or impairment of the function of any bodily organ. 8.) "Deadly physical force" means physical force which, under the circumstances in which it is used, is readily capable of causing death or other serious physical injury. 9.) "Deadly weapon" means any loaded weapon from which a shot, readily capable of producing death or other serious physical injury, may be discharged, or a switchblade knife, gravity knife, pilum ballistic knife, metal knuckle knife, dagger, billy, blackjack, plastic knuckles, or metal knuckles. 10.) "Dangerous instrument" means any instrument, article or substance, including a "vehicle" as that term is defined in this section, which, under the circumstances in which it is used, attempted to be used or threatened to be used, is readily capable of causing death or other serious physical injury. 11.) "Vehicle" means a "motor vehicle", "trailer" or "semi-trailer," as defined in the vehicle and traffic law, any snowmobile as defined in the parks and recreation law, any aircraft, or any vessel equipped for propulsion by mechanical means or by sail. 12.) "Peace officer" means any officer, sheriff or trooper employed in that capacity, of a state, county, or city authorized by statute to maintain a police department or exercise the powers of such, within the State of Liberty. 13.) "Premises" includes the term "building," as defined herein, and any real property. 14.) "Building," in addition to its ordinary meaning, includes any structure, vehicle or watercraft used for overnight lodging of persons, or used by persons for carrying on business therein, or used as an elementary or secondary school, or an inclosed motor truck, or an inclosed motor truck trailer. Where a building consists of two or more units separately secured or occupied, each unit shall be deemed both a separate building in itself and a part of the main building. 15.) "Dwelling" means a building which is usually occupied by a person lodging therein at night. 16.) “Affirmative defense” means a defense raised at trial that requires the defendant to meet the burden of proof for preponderance of evidence. 17.) “Class A” means a crime against a person, entity, or institution, with intent or causing grievous bodily, psychological, physiological harm. 18.) “Class B” means a crime against a person, entity, or institution, with intent or causing physical, psychological, or physiological harm. 19.) “Class C” means a crime against a person, entity, or institution, without intent or causing physical, psychological, or physiological harm, but encourages the violation or subversion of the public order. Title B - Principles of Criminal Liability Article I - Culpability Section 121.00 - Definitions of terms. 1.) "Act" means a bodily movement. 2.) "Voluntary act" means a bodily movement performed consciously as a result of effort or determination, and includes the possession of property if the actor was aware of his physical possession or control thereof for a sufficient period to have been able to terminate it. 3.) "Omission" means a failure to perform an act as to which a duty of performance is imposed by law. 4.) "Conduct" means an act or omission and its accompanying mental state. 5.) "To act" means either to perform an act or to omit to perform an act. 6.) "Culpable mental state" means "intentionally" or "knowingly" or "recklessly" or with "criminal negligence." Section 121.01 - Definitions of culpable mental states. 1.) "Intentionally." A person acts intentionally with respect to a result or to conduct described by a statute defining an offense when his conscious objective is to cause such result or to engage in such conduct. 2.) "Knowingly." A person acts knowingly with respect to conduct or to a circumstance described by a statute defining an offense when he is aware that his conduct is of such nature or that such circumstance exists. 3.) "Recklessly." A person acts recklessly with respect to a result or to a circumstance described by a statute defining an offense when he is aware of and consciously disregards a substantial and unjustifiable risk that such result will occur or that such circumstance exists. The risk must be of such nature and degree that disregard thereof constitutes a gross deviation from the standard of conduct that a reasonable person would observe in the situation. A person who creates such a risk but is unaware thereof solely by reason of voluntary intoxication also acts recklessly with respect thereto. 4.) "Criminal negligence." A person acts with criminal negligence with respect to a result or to a circumstance described by a statute defining an offense when he fails to perceive a substantial and unjustifiable risk that such result will occur or that such circumstance exists. The risk must be of such nature and degree that the failure to perceive it constitutes a gross deviation from the standard of care that a reasonable person would observe in the situation. Section 121.02 - Effect of ignorance or mistake upon liability. 1.) A person is not relieved of criminal liability for conduct because he engages in such conduct under a mistaken belief of fact, unless: (a) Such factual mistake negatives the culpable mental state required for the commission of an offense; or (b) The statute defining the offense or a statute related thereto expressly provides that such factual mistake constitutes a defense or exemption; or (c) Such factual mistake is of a kind that supports a defense of justification. 2.) A person is not relieved of criminal liability for conduct because he engages in such conduct under a mistaken belief that it does not, as a matter of law, constitute an offense, unless such mistaken belief is founded upon an official statement of the law contained in (a) a statute or other enactment, or (b) an administrative order or grant of permission, or (c) a judicial decision of a state or federal court, or (d) an interpretation of the statute or law relating to the offense, officially made or issued by a public servant, agency or body legally charged or empowered with the responsibility or privilege of administering, enforcing or interpreting such statute or law. Section 121.03 - Effect of intoxication upon liability. 1.) Intoxication is not, as such, a defense to a criminal charge; but in any prosecution for an offense, evidence of intoxication of the defendant may be offered by the defendant whenever it is relevant to negate an element of the crime charged. Article II - Parties to Offenses and liability through Accessorial Conduct Section 122.00 - Criminal liability for conduct of another. 1.) When one person engages in conduct which constitutes an offense, another person is criminally liable for such conduct when, acting with the mental culpability required for the commission thereof, he solicits, requests, commands, importunes, or intentionally aids such person to engage in such conduct. They shall be charged the same as the original offender of the crime. Section 122.01 - Criminal liability for conduct of another; no defense. 1.) In any prosecution for an offense in which the criminal liability of the defendant is based upon the conduct of another person, it is no defense that: (a) Such other person is not guilty of the offense in question owing to criminal irresponsibility or other legal incapacity or exemption, or to unawareness of the criminal nature of the conduct in question or of the defendant`s criminal purpose or to other factors precluding the mental state required for the commission of the offense in question; or (b) Such other person has not been prosecuted for or convicted of any offense based upon the conduct in question, or has previously been acquitted thereof, or has legal immunity from prosecution therefor; or (c) The offense in question, as defined, can be committed only by a particular class or classes of persons, and the defendant, not belonging to such class or classes, is for that reason legally incapable of committing the offense in an individual capacity. Section 122.02 - Convictions for different degrees of offense. 1.) Except as otherwise expressly provided in this chapter, when, two or more persons are criminally liable for an offense which is divided into degrees, each person is guilty of such degree as is compatible with his own culpable mental state and with his own accountability for an aggravating fact or circumstance. Title C - Defenses Article I - Defense of Justification Section 131.00 - Justification; Generally 1.) In any prosecution for an offense, justification, as defined in the following sections, is a defense. Unless otherwise limited by the ensuing provisions of this article defining justifiable use of physical force, conduct which would otherwise constitute an offense is justifiable and not criminal when: (a) Such conduct is required or authorized by law or by a judicial decree, or is performed by a public servant in the reasonable exercise of his official powers, duties or functions; or (b) Such conduct is necessary as an emergency measure to avoid an imminent public or private injury which is about to occur by reason of a situation occasioned or developed through no fault of the actor, and which is of such gravity that, according to ordinary standards of intelligence and morality, the desirability and urgency of avoiding such injury clearly outweigh the desirability of avoiding the injury sought to be prevented by the statute defining the offense in issue. The necessity and justifiability of such conduct may not rest upon considerations pertaining only to the morality and advisability of the statute, either in its general application or with respect to its application to a particular class of cases arising thereunder. Whenever evidence relating to the defense of justification under this subdivision is offered by the defendant, the court shall rule as a matter of law whether the claimed facts and circumstances would, if established, constitute a defense. Section 131.01 - Use of physical force in administration of medical care. 1.) A duly licensed physician, or a person acting under a physician's direction, may use physical force for the purpose of administering a recognized form of treatment which he or she reasonably believes to be adapted to promoting the physical or mental health of the patient if (a) the treatment is administered with the consent of the patient or, if the patient is under the age of eighteen years or an incompetent person, with the consent of the parent, guardian or other person entrusted with the patient's care and supervision, or (b) the treatment is administered in an emergency when the physician reasonably believes that no one competent to consent can be consulted and that a reasonable person, wishing to safeguard the welfare of the patient, would consent. 2.) A person acting under a reasonable belief that another person is about to commit suicide or to inflict serious physical injury upon himself may use physical force upon such person to the extent that he reasonably believes it necessary to thwart such result. Section 131.02 - Use of physical force in defense of a person. 1.) A person may, use physical force upon another person when and to the extent he or she reasonably believes such to be necessary to defend himself, herself or a third person from what he or she reasonably believes to be the use or imminent use of unlawful physical force by such other person, unless: (a) The conduct was provoked by the actor with intent to cause physical injury to another person; or (b) The physical force involved is the product of a combat by agreement not specifically authorized by law. Section 131.03 - Use of physical force in resisting arrest prohibited. 1.) A person may not use physical force to resist an arrest, whether authorized or unauthorized, which is being effected or attempted by a peace officer when it would reasonably appear that the latter is a peace officer. Section 131.04 - Use of physical force in making an arrest or preventing an escape. 1.) A peace officer, in the course of effecting or attempting to effect an arrest, or of preventing or attempting to prevent the escape from custody, of a person whom he or she reasonably believes to have committed an offense, may use physical force when and to the extent he or she reasonably believes such to be necessary to effect the arrest, or to prevent the escape from custody, or in self-defense or to defend a third person from what he or she reasonably believes to be the use or imminent use of physical force; except that deadly physical force may be used for such purposes only when he or she reasonably believes that: (a) The offense committed or attempted by such person was a felony and that, in the course of resisting arrest therefor or attempting to escape from custody, such person is armed with a firearm or deadly weapon; or (b) Regardless of the particular offense which is the subject of the arrest or attempted escape, the use of deadly physical force is necessary to defend the police officer or peace officer or another person from what the officer reasonably believes to be the use or imminent use of deadly physical force. 2.)A person who has been directed by a peace officer to effect an arrest or to prevent an escape from custody may use physical force, other than deadly physical force, when and to the extent that he or she reasonably believes such to be necessary to carry out such peace officer's direction, unless he or she knows that the arrest or prospective arrest is not or was not authorized and may use deadly physical force under such circumstances when: (a) He or she reasonably believes such to be necessary for self-defense or to defend a third person from what he or she reasonably believes to be the use or imminent use of deadly physical force; or (b) He or she is directed or authorized by such police officer or peace officer to use deadly physical force unless he or she knows that the peace officer is not authorized to use deadly physical force under the circumstances. 3.) A private person acting on his or her own account may use physical force, other than deadly physical force, upon another person when and to the extent that he or she reasonably believes such to be necessary to effect an arrest or to prevent the escape from custody of a person whom he or she reasonably believes to have committed an offense and who in fact has committed such offense; and may use deadly physical force for such purpose when he or she reasonably believes such to be necessary to: (a) Defend himself, herself or a third person from what he or she reasonably believes to be the use or imminent use of deadly physical force. 4.) A guard or peace officer who is charged with the duty of guarding prisoners in a detention facility, or while in transit to or from a detention facility, may use physical force when and to the extent that he or she reasonably believes such to be necessary to prevent the escape of a prisoner from a detention facility or from custody while in transit thereto or therefrom. Section 131.05 - Use of physical force in defense of premises and in defense of a person in the course of burglary. 1.) A person in possession or control of any premises, or a person licensed or privileged to be thereon or therein, may use physical force upon another person when he or she reasonably believes such to be necessary to prevent or terminate what he or she reasonably believes to be the commission or attempted commission by such other person of a criminal trespass upon such premises. Such person may use any degree of physical force, other than deadly physical force, which he or she reasonably believes to be necessary for such purpose, and may use deadly physical force in order to prevent or terminate the commission or attempted commission of arson. 2.) A person in possession or control of any premises, or a person licensed or privileged to be thereon or therein, may use physical force upon another person when he or she reasonably believes such to be necessary to prevent or terminate what he or she reasonably believes to be the commission or attempted commission by such other person of a criminal trespass upon such premises. Such person may use any degree of physical force, other than deadly physical force, which he or she reasonably believes to be necessary for such purpose, and may use deadly physical force in order to prevent or terminate the commission or attempted commission of arson, or in the course of a burglary or attempted burglary. 3.) A person in possession or control of, or licensed or privileged to be in, a dwelling or an occupied building, who reasonably believes that another person is committing or attempting to commit a burglary of such dwelling or building, may use deadly physical force upon such other person when he or she reasonably believes such to be necessary to prevent or terminate the commission or attempted commission of such burglary. Article II - Other Defenses involving Lack of Culpability Section 131.00 - Duress. 1.) In any prosecution for an offense, it is an affirmative defense that the defendant engaged in the proscribed conduct because he was coerced to do so by the use or threatened imminent use of unlawful physical force upon him or a third person, which force or threatened force a person of reasonable firmness in his situation would have been unable to resist. 2.) The defense of duress is not available when a person intentionally or recklessly places himself in a situation in which it is probable that he will be subjected to duress. Section 131.01 - Entrapment. 1.) In any prosecution for an offense, it is an affirmative defense that the defendant engaged in the proscribed conduct because he was induced or encouraged to do so by a public servant, or by a person acting in cooperation with a public servant, seeking to obtain evidence against him for purpose of criminal prosecution, and when the methods used to obtain such evidence were such as to create a substantial risk that the offense would be committed by a person not otherwise disposed to commit it. Inducement or encouragement to commit an offense means active inducement or encouragement. Conduct merely affording a person an opportunity to commit an offense does not constitute entrapment. Section 131.02 - Mental disease or defect. 1.) In any prosecution for an offense, it is an affirmative defense that when the defendant engaged in the proscribed conduct, he lacked criminal responsibility by reason of mental disease or defect. Such lack of criminal responsibility means that at the time of such conduct, as a result of mental disease or defect, he lacked substantial capacity to know or appreciate either: (a) The nature and consequences of such conduct; or (b) That such conduct was wrong.

  4. At the end of the day, discord members don't predict server numbers nor vice-versa. Anymore then forum numbers predict discord numbers. If people truly want to give the server a shot, they can give it a shot and if they like it we hope that they stick around. If not, the whole point of this is to offer choices for people to come and enjoy a video game. We have our own methods of how we run and envision this server as a community, and others have their own. We can't predict with any accuracy what we may have, or what we will have. We can just say, only time will tell when the day comes which depends on a lot of factors that may be unforseen, known, in our control, and out of our control. My two cents.
  5. The fact that you responded again after being told "Or, you could respond to this message, to try and further instigate drama over this." Shows me that it may be best for you to take a break from worrying about roleplay for the time being. This isn't productive, nor is it helping your case. Take it to dms if you want to address this seriously, otherwise you really are just being dramatic for the sake of drama and I doubt you wanna do that.
  6. @Rodrigo_Ferrer We're going to hold an opposite opinion on the aspect of lore being meaningless without real roleplay, as it flies in the face of absolutely everything roleplay is built upon. If what you were saying in that department was true, then factions both illegal and legal wouldn't spend the time they do making faction threads detailing histories going back decades. They wouldn't attempt to make lore that pre-exist the server, in order to ensure they have a baseline to continue building upon. That has always been a foundation of roleplay, and thus to be in any form of opposition by declaring it meaningless without "real roleplay," just doesn't make sense now, and even if you're considering yourself "old school," it doesn't even make sense back then either as this has always been something done since the early days of even LSRP. This argument to me makes absolutely zero sense. On the note of development, I think what you may be missing on this topic is that although yes there were only a few remaining features that needed to be done back then, that was in regards to V1. When V2 started, the ENTIRE codebase had to be rescripted from top to bottom. It wasn't a matter of "Well just code these last few things." It was "Recode absolutely every line of code in a new language and make it streamlined then what it originally was." And that rescript is basically coming to a conclusion in only 4 months time, so I hope that makes that situation more clear as it wasn't as simple as just a few more systems.

Charles, wanting to get away from the city at this time, joined the United States Army after graduating, serving as a Military Police Officer from the years 1987-2000 where he served on deployments in Panama during Operation Just Cause, Iraq during Operation Desert Storm and Desert Shield, and Haiti during Operation Uphold Democracy. After 13 years of service, Lockhart was honorably discharged from the Army at the rank of First Sergeant (E-8) and returned back to Liberty City in 2000. After returning back to the city, Charles using the Montgomery GI Bill enrolled in Liberty Vespucci University, studying for a Bachelors of Arts in Political Science concentrating on International Relations with focus on Latin America. Early political career After the 2001 World Trade Center attacks, Charles began to become active in activism campaigns across campus and officially registered as a member of the Democratic Party. After graduating in 2004, Charles interned in the Mayor’s Office of Michael Bloomberg for six months, before accepting a full time staffer position with State Senator Ruth Hassell-Thompson. He officially resigned from the position in 2006 before running for Ruth’s old position and winning against his republican opponent Robert Diamond with over 97% of the vote. He would serve in this position from 2006-2018, describing himself as a Progressive Democrat. Mayor of Liberty City 2017 Election On November 17, 2016, Lockhart announced his candidacy for Mayor of Liberty City. Running on the campaign slogan “Liberty, Jobs, and Education for All,” promising to reinvest in the forgotten communities of the city and bring prosperity and opportunity to all within City Limits, criticizing Bill de Blasio for his heavy handed policing tactics and failure to properly provide for the city's poor and won against him in the Democratic Primary by 52% of the delegates. He faced off in the general election against Republican Nicole Malliotakis and won over 70% of the vote. Tenure Liberty City Police Department Reform Mayor Lockhart signed his first acts in office regarding reforming the LCPD’s use of force policies in regards to unarmed and nonviolent suspects. Putting an official end to the controversial policy of Stop and Frisk, along with ensuring a focus is put by the department on Community Policing with a complete reimagining of Broken Windows Theory. Liberty City Department of Education Mayor Lockhart passed in 2019 a $150 billion dollar increase to the city's education systems, focusing on modernization and increase in teacher pay to address hiring shortages and low quality schools. In a statement given to the press, “No school should be deemed to be unworthy of government aid and assistance under draconian policies such as those instituted by the federal No Child Left Behind Act, and under my administration of this city we will see that No School will be left underfunded.” Liberty City Economic Issues Mayor Lockhart proceeded to immediately push for legislation pushing for a $15 minimum wage for all workers across the board, along with the creation of a new grant program to help small business owners in low-income neighborhoods start businesses and get licensing. The City Council passed these proposals within the first couple of months, leading to an economic boom in the areas of Bohan, Dukes/Broker, and Alderney. In order to pay for these new programs, the mayor increased the gasoline tax by .50 cents, along with an increase on Middle Class and High income taxes by $2,000. This lead to Tea Party like protests in 2020, which was met by counter protestors that went on for months before being dispersed by the LCPD under orders from Mayor Lockhart. The city's economy has remained stable, achieving a modest 2% growth rate average each year. Liberty City Immigration Issues Rebuking the Trump Administration, Mayor Lockhart came out in support of the cities Sanctuary-City laws, and demanded additional removals of ICE from joint facilities located throughout Liberty City not connected to a legitimate national security purpose. Lockhart has supported bilingual education centers throughout the city to help with integration efforts, and has admonished the harsh treatment of refugees and asylum seekers stating “Liberty City will always be home to everyone who makes it here. America is stronger with you, not without you.” Personal life Charles Lockhart publicly identifies as Bisexual, but is not currently in a relationship nor has he ever been married. He admits to having suffered from depression during his years in college, and has volunteered to help veterans recovering with PTSD in his spare time.   8. Community Update #001 Hello, everyone! It's been a while since we've given an update on this project, with the last being given on May 30th of this year. The reason for this as you will soon come to see, was due to some major shifts in server development that were unforeseen at the time and needed to be corrected, along with a lot of internal restructuring with factions and systems to ensure that when we release we are ready for whatever is coming our way. You may also wonder why this update is titled #001, and this is due to the new state of development that we believed warranted a new line of updates to full explore what all has changed and will be in use when the server goes live. Over the upcoming weeks you will be seeing quite a bit of updates and changes to how the community will function that will be nothing less then groundbreaking in terms of the roleplay we intend to provide to players, and the introduction of systems to accommodate roleplay that a vast majority of roleplayers will not have seen before and will update long-standing dynamics of how we have come to understand what makes a roleplay community. We hope that these developments will bring inspiration to roleplayers wanting to play on the community, and redefine GTA roleplay for years to come of what is expected of a heavy roleplay server. This update was compiled with the passion and dedication of the entire LCRP Staff Team which made this update possible, along with our wonderful faction leaders who's contributions to ensuring we are viable and stable have been an absolute gift. We present to you A New Era in Roleplay. Let's talk about the server development. We mentioned earlier that it would be made clear as to why there hasn't been a development update, and we believe it is finally time to unveil the reason for why that is. After the May update, our Development Team lead by @Nikolai and @Nature determined that the code base of the server that had been in development for over one year had become frankly a bloated mess, due to the changing of teams and devs operating under their own authority rather than a real unified vision of what the final product should have really been. Although a lot of really cool features were developed as have been shown in previous updates, if we would have continued along that path the server would've opened a couple of months ago, but in the long run we would've ran into an unstable game mode that would have been hard to fix so a decision was made to rescript the entire server in a different coding language, along with importing old features that we want while simplifying other processes in order to best suit our needs. This decision was a hard, but necessary one to make for the long-term viability of this community and one that has of course come with costs. At the time there were uncertainties to how quickly things would progress, what things would look like in the end, along with a lot of questions and some internal disappointment. This new product which has been referred to as V2, has been in development so far and is why you haven't heard any updates on it as we were attempting (and succeeding) at getting more concrete details laid down. Our development team comprises of at least 14 developers, who are extremely motivated and passionate at seeing the community get to it's release, and daily are pushing internal updates and completing systems that we can't wait to begin showing off when they're fully optimized and ready which should be really soon. According to the Development Team, we are still fully on track to meet our release date before the end of the year and are confident we will have the server in a completed state for all to enjoy. If this changes, we will make a separate announcement announcing the delay in order to keep you updated. Regardless of what happens, we will be discontinuing feature updates at this time, due to the fact a majority of the features the server will have has already been released in previous development documentation with only a few other features being added for server launch that hasn't already been announced. We will instead be releasing a final development update that will detail new scripts, items, icons, animations, and other miscellaneous work that is being added in on top of existing announced systems. On top of that, any major updates such as when we will begin whitelisting players onto the server, and of course the actual date of launch will be announced in there as well. A lot of development work is more technical then "fun," so we will do our best to show off the "fun," elements of development that you have yet to see, while keeping the more technical side to the development team. We're sorry for taking a while to answer the questions in what was happening regarding the server, but we hope this sheds a bit more light on what is truly going on and that a lot in this update shows that work has been getting actively done in spite of what decisions needed to happen to have a stable product. Any additional questions or concerns will be addressed by Management in a Season 2 of the LCRP Podcasts, set to be resuming soon. Introduction In the last couple of months the Faction Support Team has been pushing forward with the introduction of long awaited systems to the community that is now finally ready for release. However, before delving into all the information about that update we want to say that the Faction Support Team as of the last two months has been lead by me, @Brett who will be administrating the functions of FST until at least post-launch to ensure stability and fairness to the new systems and processes they will be administering. The FST although not a "management," team will have some very important duties and responsibilities that will be critical to the operation and function of the servers new roleplay environment we hope will prove to be beneficial to all players. It will also be responsible for auditing the quality of roleplay produced by factions and businesses to produce related reports to management in order to effectively target server resources into supporting good quality roleplay. It is recommended that everyone stay up to date with FST directives as posted here, as we expect to have a more directives posted before the server reaches release. Now, it's time to introduce what we've been working on! Realistic Server Economy System One of the goals we've been attempting to do in this community is get to a 1:1 or 1:1.5 economic system to make prices and money management in general as close to realistic US economic markets as possible. This means that you will make a realistic salary close to the minimum wage for working in say a Bar, and a Cheeseburger isn't supposed to cost you $500 rather something more reasonable such as $10 and so on. A brief outline of a discussion on this can be found here, but let us take a look at something from that old thread. Although these prices may not be exactly what they will turn out to be when the server launches, this has served as the baseline for our creation of this system that we believe will achieve the results that @Pags a fellow staff member had attempted to lay out from the beginning. In order to be as transparent as possible, we will be posting the entire document put together by FST on how the economic system will operate from a price standpoint. We will be going over some of the highlights in a bullet point summary and provide some explanations below so do not feel the need (although still highly recommended) to go over the entire google doc. $10,000 Starting Money - In a realistic economy, amounts don't need to be extravagant at start. It breaks a good even between what is in your pocket and bank on start, and allows you full access to the server economy without an initial grind. Sunday Weekly Pay/Expenses - An easy way to combat a bit of the fast accumulation of wealth, is to spread it out over a specific timeframe. Having every player not receive an hourly paycheck, but a weekly paycheck will encourage a mentality of smarter financial choices due to having to do a tiny bit of financial planning, but also not have to worry about "missing out," if you are not IG daily. Our salary system also operates on a MINIMUM timeframe of playtime, not a maximum. Meaning, if you roleplay on the server for 2 Hours in a 1 week timeframe. The script will give you the paycheck on Sunday to your account regardless of if you're online or not. And, if you do not meet the 2 hour requirement the script doesn't pay you the money from your salaried job or welfare, but it also does not charge you expenses on your house or vehicle so you lose absolutely nothing if you for example just had a bad week IRL. We also believe this will encourage alternative ventures of capitol, as although the welfare/salary payments are only on Sundays, other avenues such as gambling, drug/weapon dealing, bets, odd jobs, whatever can of course be done to increase your income throughout the week. So there is always a way to make more money on the side, then what your salary/welfare check is able to provide. Welfare vs Salary - Script jobs exist, but the days of grinding for money just to survive is over. Welfare is simply there to allow people who aren't either in a Faction or Business who receive a salary for their work, to be able to still fully partake in the server economy. If you have a scriptwise job such as Taxi Driver, this is counted as "supplemental income," and you will receive the money from that job along with your Welfare Check as it is not a salaried position. We do not believe in allowing people to just go bankrupt for no reason, however if you would like to RP as a homeless individual or a very poor person you have the full freedom to do that as it is your RP story. The money is just for script purposes at the end of the day, you drive your roleplay. Taxes - We have the mentality that all taxes should be something that actually comes from something in use. Income Taxes come from actual players salaries to the government, and sales tax comes from actual players consumption choices. There is also the vehicle insurance which players use with their car that can be classified as a tax, that actually allows tangible benefits to the player character to use. We will not institute taxes on this server just for "realism," but we will institute taxes and tax rates on actual benefits players receive and these taxes will be able to be changed and altered by the City Government of Liberty City. There's a lot of complexities that not even the official document nor brief summary will be able to fully explain, but this should provide a rather strong baseline for what is attempting to be achieved. Some other things not in the document however will be more geared towards businesses which I will bullet point here; FST (RP'd as State Gov IG) will be financing initial business costs and general operation for new players. This means that if you are wanting to open up a business, you will send in a request form to FST for the business, FST will provide all the startup money and even pay the salaries of up to 3 employees of the business (Which will be set depending on the minimum wage law of the server), and the business owner is allowed to keep all the profit earned from the roleplay they provide. Example, all drink sales/admission prices/VIP/services that is provided by a business owner all of that profit is not taxed in anyway and is free to be distributed as the owner sees fit. This is meant to stimulate passive roleplay, and eliminate a barrier to entry for players who want to legitimately roleplay business owners but do not want to spend months grinding script jobs or such just to get the money to do so. We believe in making money on profits from your roleplay, not grinding for money to be able to access roleplay. Restrictions in regards to how this will effect faction businesses, will be detailed more at a later point. FST/Property Team will be conducting checks on businesses to ensure they are roleplaying with the business they have been provided with. There will be an activity requirement of the business to ensure they are opening up and doing the roleplay they stated they will be providing, and if that requirement is not met the business will be sold back to the server and the owner will have to reapply from the beginning if they wish for it to return that is subject to FST approval. It should be noted that FST will only support ONE business of a player, with any expansion or hiring of more employees then the original limit being fully on the business owner to provide for on their own under the normal property process. There will be appropriate forms posted for this process closer to server launch, so just stay stunned for more information. Simulated Market System For the longest time, one of the problems of roleplay has been that there is a lot of roleplay that is realistic, and should have some method of being profitable but due to script limitations simply isn't. Introducing the Simulated Market System (SM) which is here to correct this problem and add more economic dynamics into our roleplay environment. We will begin with it's official guiding google document. Here are some important pieces of information to keep in mind with this system along with what is already stated in the documentation; FST will be hosting forms that can be submitted for roleplay that has been already done, or roleplay that is asking if it can be done. FST will determine the appropriate rewards, and provide them to the roleplayer at earliest convenience. This system will be authorized for monetary rewards and narcotics (such as Marijuana/Psychedelics), in regards to very small operations. Just ensure FST is aware of what is going on and follow all appropriate guidance as we don't want you to attempt to do something that FST will simply not support you being rewarded either due to poor roleplay having been shown, or the idea having too much potential for abuse. We expect the system to be used for both legal and illegal roleplay schemes, but please note it will not be a replacement for legitimate roleplay with other players, merely a supplement to other avenues of roleplay that can be done with appropriate character development and expertise. Appropriate forms for this will also be provided closer to launch. Weapon/Drug Distribution System Weapon/Drug Distribution has always been a bit of a weird system in other communities, however it is our intention to make the system as streamlined as possible and digestible as we can get it. This document is pretty comprehensive in explaining the system, and thus we will allow it to speak for itself. Forms of course for accessing such information will be provided closer to launch. Faction Support Team Recruitment & Promotions With such a wide-ranging portfolio, FST is going to need to ensure it has the manpower to appropriately carry out it's duties and facilitate the administration of all these systems. We will be expanding the current team from it's current four members to ten and applications are now officially opened and will close on 11/3/2022. If you're wanting to be involved in ensuring the operation of all these systems along with the myriad of other tasks the team will be dealing with, go ahead and fill out the application and we hope to see you in the team! That'll end off the updates from FST but shoutouts to @slick, @Karty, @MeowTheEpic, and @Goonbag for their work for helping bring this all together as a team effort. Faction Support Team Application Form Faction Activity Check - Deadline A couple of months back, we did a Faction Check for activity as present here for illegal factions and here for legal factions. These checks were conducted not too long after the last updates that were given, and under radically different circumstances then we find ourselves as we approach our deadlines. We will be engaging in another faction check with all the factions, and this will be the final faction check for our pre-launch period. It should be noted however, that these checks come with something unique. And that is, all factions that set up a legitimate faction thread on the forums will be the factions given faction property & resources for server launch. Submissions for this will end with a deadline of 11/6/2022 after which all factions active and with a thread will be locked in while others who set up after will have to wait until post-launch for support. LCN & Government Factions are exempt from this requirement, but all remaining civilian and criminal factions are required to have their submissions in by the deadline. All submissions about the faction checks will be submitted privately to FST via the following form; Faction Check In Form Note: Businesses are not classified as factions, unless they become some type of a corporate entity or if they are owned as a "faction collective property," (EX: MC Clubhouse Bar) which will be detailed more in a separate announcement. Meaning that business applications for individuals will still be getting processed separately from general faction properties. More on this coming soon! Introduction The Events Team has recently been fully established with it's leader @Gatsbeh and their fellow team members @Celibano, @remmy, @Slankey, @yourlittledaydream, @Gamble, and @WatchingEye. In the past couple of weeks, they have been coordinating efforts in setting up a variety of frameworks for server events that will be taking place post-launch as well as establish a brand new collaborative timeline project that we are excited to introduce to everyone. The Events Team will be taking the full lead in establishing interesting roleplay scenarios for the entire community, and will work extensively with factions and businesses to help design and implement events that will serve for the betterment of the communities roleplay as a whole. The Liberty City Heritage Foundation The Liberty City Heritage Foundation will serve as the Event Team's IC organization that archives events, assists news agencies in producing content, and further the server’s lore and continuity. We understand that there are a lot of events that would in the real world be reported on a local news outlet but due to nobody really reporting these incidents they are simply lost into the memories of only the few individuals that were involved in the RP. The purpose of this organization is to keep track of everything of notable occurrence throughout the server and compile them into a RP timeline of events that will be visible to all players with appropriate news clippings and other information for people to understand the story of Liberty City. This organization will also through a form that will be located on the forums, OOCly collect submissions by any player involved in an event they think would be rather important to the lore of the server or even simply something that maybe should appear on an evening news broadcast that would realistically have been able to be gotten by someone such as a bystander recording the event, or even the agency getting ahold of appropriate police reports, etc. As this is an OOC collection of information, it is the job of the Events Team to appropriately disseminate said information into the IC in ways for the appropriate characters who should be informed are informed without giving away details that there is no IC way of knowing that it happened. The process for these events to be transitioned in character is through the many news outlets that are already present. The events will be communicated through points of contact in both staff and the news factions themselves, enabling these factions to broadcast and produce content how they deem necessary. The Liberty City Heritage Foundation will roleplay as paparazzi, stringers, journalists and tipsters on an in character basis, by submitting these events to the News Agency’s as anonymous sources. In addition to the submissions that are disseminated into the IC world by Events Team, we will also use OOC information to assist in the creation of content around the event itself. The information might also be used in the creation of new events by the Event’s Team. We aim to create dynamic and new events for the server, and your information might aid us in doing just that. However, it’s important to remember that the information we want should be centered around factions, significant happenings, changes of power, and notable events. Here is a quick Q&A section on some common questions you may have; Q: How can I submit information or events to the Heritage Foundation? A: The form can be found here. Q: As a news organization how can I receive information from the Heritage Foundation and what methods of contact are available? (OOC) A: Forum PM’s will be the easiest, however for breaking news members of the Events Team might reach out to you via Discord. If you have not already, please get into contact with the Event’s Team so they may keep your contact information so that Staff can reach out to you as necessary. Q: Can I submit lore requests for my faction that we would want on the server to aide with our faction development? A: Yes this can be requested and we will also consult with the Faction Support Team to aid in these requests. Q: How will the requests be passed from a forum pm to the news organizations for in character roleplay? A: The events team will have a couple of dedicated members who will act as stringers and/or paparazzi to distribute the package of information to said news organizations. Q: Is it mandatory for us to send in media content (screenshots, videos, etc.) with our request? A: No, if you don’t have any particular media content about a specific scene all we ask for is a detailed description of the situation, additionally you can provide relevant chatlogs to facilitate that. Q: I wasn’t there in the event but I have information that could assist, could I send that in to the team for recording? A: Yes, even a detailed narration will assist us and the News Agencies in creating content to report on happenings. Q: Is everything that is submitted going to be posted? A: No, not all content will turn into news media, however, multiple submissions could aid us and the press in creating content for the playerbase to consume. But not all content will be available immediately. It is going to be at the discretion of the News Agency. Q: I don’t know if my content is important enough or significant enough. A: We welcome all users and the entire playerbase to submit their events, that is why the Liberty City Heritage Foundation exists. The Property Team will continue to handle applications for properties as time goes forward, offering support and advice for potential ideas and the successful implementation of those ideas if can be feasibly done. They will be working with the Faction Support Team closely in regards to matters regarding faction/business properties in order to come to comfortable arrangements that would best suit the player making the request, and the general outlook of how the roleplay community in LCRP is to be structured. Neighborhood Apartment Pricing The Property Team has been working hard to not only provide LCRP with over 800 Apartments upon release, but also with pricing ranges for regular apartments once your character is established and thriving in the city! Well, the Mapping Team is in need of people like you to help develop the designs of your dreams. Hosted by newly appointed Team Leader @Blair after the stepping down by @Crunchy, training sessions will be held to teach inexperienced mappers how to map and acquaint them with the process of designing great and dynamic interiors for apartments, government buildings, art galleries, and other unique venues the way you always wanted to make them. The Liberty City Police Department is now opening for what is meant to be it's final recruitment drive in pre-launch. The faction will be accepting individuals with past LEO experience on other communities willing to learn how to properly roleplay a law enforcement officer. This recruitment will last from now until November 6th, 2022 and will be limited to standard Police Officer/Detective positions within the department. A decision was made to introduce the Federal Bureau of Investigation as a new legal faction for Liberty City Roleplay. As our community has embarked on the endeavor of providing a more unique experience compared to other GTA Roleplay iterations, it was considered in the server's best interest to provide the most unique, immersive, and advanced interpretation of the Federal Bureau of Investigation that GTA roleplay has seen so far. As the sole federal agency on the server, the FBI will be given a lot of flexibility in terms of its capabilities and responsibilities. Our community has decided to remove the well-justified reticence towards such a faction. While keeping the past portrayals of such a faction in previous communities, LC:RP is making an effort to redefine and pioneer the Federal Bureau of Investigation's role in the In-Character environment. First of all, the Federal Bureau of Investigation will be given enforceability over federal law the same way it does in modern-day America. It is important to mention that this faction, while highly investigative in nature, will not be solely dedicated to tackling organized crime, focusing on faction takedowns, or being the last layer of defense against crime. The faction will pursue the same role in LC:RP's society as it does in real life: a federal law enforcement agency that also acts as a domestic intelligence and security service. As our FBI will not be an elite, exclusivist extension of the LCPD's Detective Bureau, the faction will be given intelligence, counterespionage, counterintelligence, and counterterrorism capabilities along with its criminal investigations that will take a lesser part in its activity but nevertheless a major part of it. Secondly, the Federal Bureau of Investigation will not be restricted in terms of its law enforcement. It will be given the possibility to enforce all federal laws as they are in real life when necessary, with a strong emphasis on enforcing Title 18 of the US Code. It will also make use of powers it receives in other federal statutes if the situation calls for it. As aforementioned, the faction will not focus solely on chasing La Cosa Nostra factions or cartels, but its scope will be widened to corruption, financial crime, counterterrorism and counterespionage among many other important responsibilities. Having been established in cooperation with Server Management, the FBI does not seek to hinder or interfere with the roleplay of other factions present on the server, be them legal or illegal, and has instead been built with the goal of enhancing the immersion of all parties involved in the roleplay. The FBI will be engaged in a wide variety of activities beyond their basic law enforcement duties and it will offer many opportunities for all factions of the server, from street gangs to businesses, from law enforcement agencies to LCN groups, to interact with them. The faction will have a public recruitment process and will not be restricted to nepotism, networking, or any other sort of preferential treatment in its recruitment process and community members will be able to join it provided they meet the minimum requirements. However, it is generally expected that players interested in the faction would have a plethora of experience in law enforcement investigative roleplay and be willing to partake in a very stringent, highly-disciplined, highly-motivated faction, as every player partaking in this faction will join on their willingness to maintain the faction's strong efforts to stay as immersive and true to its real counterpart as possible. We have been planning this faction out for the past couple months, even releasing a teaser in it's role in a press release earlier on October 17th, as a tease to the public of what is to come. This faction is meant to serve a purpose in the community that we feel for Liberty City which is based on New York City, the largest city in America, along with one that has been subjected to severe acts of terrorism such as 9/11 and others as you can read here, and that still has elements of organized crime with international elements attached is too perfect of an opportunity to not utilize such an entity in the server environment. Any questions or concerns may be directed at this time to @Brett regarding the factions purpose, and current leadership of the FBI Faction who will be announced more formally as development comes to a close. Here is information on the LCRP terrorism policy; Closing Remarks Liberty City Roleplay is fully committed and passionate in getting to release, and delivering a server people have been searching for the past couple of years for. We understand that the project is taking a bit longer then anticipated, but just as Rome wasn't built in a day, you can't build a quality server in only one month. We take our map quality, server quality, and roleplay quality very seriously and until it's all truly ready for release if we need to delay to do that we will and we hope you all will continue to be along for the journey that we believe will be well worth the wait with a great payout. Speaking of paying out, we have removed the monthly donation goals for the time being. We believe we have enough reserves from donations to reliably sustain development up to the point of server release, and we would like to thank you all who have donated up to this point for your support and contributions! If you are still wishing to donate, the options will remain open of course as we always appreciate the support, but we won't attempt mislead the community into paying a monthly donation goal that is no longer necessary for them to do, we're not scammers nor do we do this for money.   9. Ah, the old argument of restricting people to a region to promote development of RP in said region. This is a very enticing argument, and one I years ago also used to support but have found myself now on the opposite side of the spectrum. Here is the theory, by preventing players from accessing the entire map the community can be concentrated in a smaller area which in turn should increase the visibility of people you see around you in the streets. Now in some limited cases, this can indeed be true, but it comes with a rather larger side-effect. By artificially restricting the map, you have placed barriers to roleplay that may have attracted more players onto the community in the first place. If you're someone itching to start RP in say Bohan, and that's what is exciting to you then suddenly being told that Bohan will be closed entirely and you are forced to say Algonquin will be very demotivating to the point you may lose interest. It also comes with another nasty side-effect that, even if you were successful in limiting the area, you don't stop the long-standing problem of RP in that a ton of people roleplay in interiors away from the street and thus no matter how expanded or limited the map may be, if most are hanging in an interior you wouldn't find them anyway and thus you haven't really solved the "empty city," problem as it were. In Los Santos for example, although it wasn't popular for people to roleplay in Blaine and Los Santos County, roleplay did indeed occur up there more then people actually realized. And it lead to people dismissing a ton of what was indeed happening up there, for just sticking with the city. Although it may still be rather low, that's still roleplay being generated for people who care about it and that is valuable to keep and not artificially restrict just because it's "not enough." The rule I've generally found to be accurate with roleplay communities has been, people go where roleplay is. As long as good roleplay is being generated, people will come to that roleplay to make things feel "full," as it where. It's why Club RP despite anyones opinion, is popular because it functions as a mini-server event for people all across the server to come to x location where a ton of others will be to roleplay with. We will never fully fix the empty city problem, it's just a fact we're going to have to live with. But regardless of that problem, it doesn't mean at all that your RP has to be as empty as the city streets so long as you find the right groups to be around in the right locations . My two cents.
