I think re-evaluating the functionality of /v park is something to consider. I always found it to be a lil corny. What if /v park was only accessible if you own or have access to a property with a driveway or a garage?
with that being said, if you do not own or have access to property there should be designated parking locations near apartment complexes in the city where you can pay for the ability to /v park for a pre-determined amount of time (lets say 24 hours). If you run the timer without re-loading the meter, you should be fined every 24 hours lets just say. After 3 tickets, script-tow to a designated location across town where the player would have to travel and pay the fines at an impound lot to get their vehicle back.
good admins are open minded, have good situation defusal skills, know when and when not to intervene, and are unbiased in every circumstance. Unfortunately the likelihood of you encountering an admin that posses those skills is highly unlikely because we're all human, and its a game after all.
Cleavus Capri is a Jamaican refugee who fled to San Andreas after natural disaster struck his Island. After filing for refugee status, he engrained himself into the San Andreas lifestyle. It wasn't long before Capri was tempted by the advantageous welfare system offered in SA. Fueled by greed, he began to line his pockets using a common Unemployment Benefits scam taught to him by some friends from his block. Unfortunately Cleavus's inability to fully understand how the scheme worked (due to his poor English skills) led to his inevitable demise.
He is currently behind bars serving the remainder of a three year stint after fraudulently filing and receiving numerous Unemployment Benefits under a number of false identities. Capri struggles to speak English but can understand what is being said to him reasonably well. He speaks English with a thick Patois accent and tends to struggle to communicate with people that do not understand Islander slang.
Cleavus is built like a silverback gorilla standing at 6"2 and weighing approximately 275lbs. He has an introverted personality which tends to give off an off-putting vibe. When he speaks, his words are drawn out and eerie. Before his incarceration he worked as a full-time mechanic specializing in custom show work vehicles (lowriders and custom modification) and motorbikes. Word on the street is Capri goes by the name "BOOGIEMON" and allegedly has or had involvement in a vehicular theft racket.
